INVITATION TO TENDER FOR THE EXECUTION OF 2021 CAPITAL PROJECTS
INTRODUCTION
The Federal Government of Nigeria has allocated some funds to the Federal Government College, Kano, Kano State in the year 2021 for the execution of policies, programmes, and Projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable Contractors/vendors with relevant proven competence and experience to submit tender for the execution of the following projects in compliance with the Public Procurement Act (PPA), 2007.

ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in the procurement process:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31stDecember, 2021; with minimum average annual turnover of N20 million;
iii. Evidence of Pension Clearance Certificate valid till 31stDecember, 2021 (applicable where number of staff is at least 15);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31stDecember, 2021 (applicable where number of staffis at least 5 or at least N50m turnover);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31stDecember, 2021;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or validCertificate issued by BPP;
vii. Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the Federal Government College Kano, Kano State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
• That the Company is not in receivership, in solvent or bankrupt.
• That the Company does not have any Director who has ever been convicted in any Court in Nigeria or any other Country or criminal offence in relation to fraud or financial impropriety
viii. Company’s Audited Accounts for the last three (3) years – (2018, 2019, 2020);
ix. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the projectwhen needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as COREN, QSRBN, CORBON, ARCON, etc.;
xi. Verifiable documentary evidence of a least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates;
xii. List of Equipment with proof of Ownership/Lease Agreement;
xiii. All documents for submission must be transmitted with aCovering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect the Standard Building Documents (SBD) from the Principal’s Office upon presentation of evidence of payment of non-refundable Tender Fee of N10, 000:00 per Lot to the Federal Government College Kano’s REMITA account in any reputable Commercial Bank in Nigeria.
SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial Bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed enveloped together in a bigger sealed envelope addressed to the Principal, Federal Government College Kano, Kano State and clearly marked with (The name of the Project and Lot Number). Furthermore, the reverse of each sealed envelope should bear the name and address of the Bidder and drop in the designated Tender Box at the Vice-Principal (Special Duties) Office, Administrative Block, Federal GovernmentCollege, Kano not later than 12:00 noon on Monday, 23rd August 2021.
OPENING OF TECHNICAL BIDS
Only the Technical Bids will be opened immediately after the deadline for submission at 12:00 Noon on Monday, 23rdAugust, 2021 in the Principal’s Conference Room. Presence of Bidders/Representatives and members of the Public will not be required during the bid opening ceremony in compliance with Covid-19 Guidelines. The bids opening will be covered by video recording (Link will be sent to Bidders) with the presence of two (2) representatives of the private sector professional bodies and civil society organization in the areas of Anti-Corruption/ Transparency and shall be made available to bidders upon request.
GENERAL INFORMATION
i. All submissions must be made only in English Language.
ii. Due diligence exercise may be conducted to verify the claims made by Bidders;
iii. Certificate may be referred to the respective issuing authority for verification and authentication.
iv. Bids submitted after the declined for submission would be returned unopened.
v. Bidders should not bid for more than one (1) Lot.
vi. Bids wrongly packaged will be rejected.
vii. All cost of submission tender documents will be borne by the bidders.
viii. Bids documents can also be collected in Soft Copies and Bidder can submit report through Post (Courier Services).
ix. Only pre-qualified Bidders at Technical Evaluation will be invited at a later date for Financial Bids Opening, while the Financial Bids of Unsuccessful Bidders will be returned unopened.
x. Federal Government College Kano is not bound to pre-qualify any Bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
