KWARA STATE MINISTRY OF BUSINESS, INNOVATION, AND TECHNOLOGY
INVITATION FOR EXPRESSION OF INTEREST FOR THE MANAGEMENT AND OPERATION OF KWARA STATE GARMENT FACTORY, ILORIN.
1. INTRODUCTION
The Kwara State Government through the Ministry of Business, Innovation & Technology is on the verge of completing the rehabilitation and remodeling of Garment Factory Facility. To this end, the final phase of the project is the engagement of Facility Manager to manage and operate the Garment Factory.
Consequently, the Kwara State Government is hereby inviting interested, reputable and highly experienced Company with good track records to submit Bids for the Management and Operation of Kwara State Garment Factory.
2. SCOPE OF WORKS
The Facility Manager will be in charge of Management and Operation of Kwara State Garment Factory.
3.ELIGIBILITY REQUIREMENTS
Interested and competent Companies are requested to submit their company profiles which shall include the following:
i.Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
ii. Evidence of Company’s Income Tax Clearance for the last three (3) years (2020, 2021 and 2022).
iii. Evidence of current Pension Compliance Certificate valid till 31″ December, 2022.
iv.Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31 December, 2022.
v.Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2022.
vi.Evidence of Registration of Company with Kwara State Public Procurement Agency.
vii. Company Audited Accounts for the last three (3) years (2020, 2021 and 2022).
viii. Evidence of financial capability by submission of reference letter from a reputable Commercial Bank in Nigeria.
ix. Company’s profile with Curriculum Vitae of key staff including their Academic and professional qualifications.
x.Verifiable documentary evidence of similar jobs executed in the past ten (10) years including Letters of Awards, Job Completion Certificates, etc.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are expected to submit two (2) hard copies of the technical bids packaged in sealed envelopes and clearly marked as “Technical Bid” and the envelopes are addressed to:
The Permanent Secretary,
Kwara State Ministry of Business, Innovation and
Technology,
P.M.B. 1374, Ilorin.
And clearly marked with (the name of the project).
Furthermore, the sealed envelope should bear the name and address of the Company and dropped in the designated Tender Box located at:
Permanent Secretary’s Office,
Kwara State Ministry of Business, Innovation and
Technology, Ilorin.
Not later than 12pm of Wednesday 7th June, 2023 (Two weeks).
5.OPENING OF BIDS
The bid documents will be opened immediately after the deadline for submission at 12noon of Wednesday 7th June, 2023 in the conference room of the Ministry.
Please note that the Ministry of Business, Innovation and Technology will not be held liable for misplaced or wrongly submitted Bid documents.
6. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the Company;
b. Bid submitted after the deadline for submission would be returned un-opened;
c.All costs will be borne by the Bidders;
d. Bidders can submit through Post (Courier Services);
e. Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content f indicating the pages, which these items are to be found.
f.The Kwara State Ministry of Business, Innovation and Technology, is not bound to accept any Bidder and reserves the right to annul the Procurement Process at any time without incurring liabilities in accordance with section 38 of the Kwara State Public Procurement Law, No. 7 of 2018 as amended.
