CONSULTANCY SERVICES FOR PREPARATION OF AN ANNUAL ENVIRONMENTAL AND SOCIAL PERFORMANCE AUDIT OF THE PROJECT

1. The Rivers State Government of Nigeria, with support from the African Development Bank (AFDB) is implementing the Urban Water sector Reform and Port-Harcourt Water Supply and Sanitation Project (UWSR&PHWSSP) as part of the Government’s overlay development strategy towards improving access to potable water supply and sanitation in Port-Harcourt and Obio-Akpor LGAs and had received financing towards the cost of Urban Water Sector Reform and Port-Harcourt Water Sanitation Project (UWSR/PHWSSP). The project intends to apply part of the agreed amount of the loan to payments under a contract for consultancy services for the preparation of Project Annual Environmental and Social Performance Audit for the project.
2. The project is aimed at enhancing supply of potable water and to improve sanitation services within Port Harcourt and Obio/Akpor LGAs taking into consideration the projected demand of these services up to the year 2040. This is being achieved through the following:
a. Rehabilitation and expansion of the existing water infrastructure (water production and treatment systems etc).
b. Rehabilitation and extension of water transmission and distribution networks;
c. Construction of improved sanitation facilities in markets, motor parks and other public places;
d. Institutional support covering capacity building of the recently established Port Harcourt Water Corporation, consumer outreach and longer-term planning for comprehensive sanitation services.
e. Promotion of hygiene, sanitation and environmental protection in Port Harcourt and Obio/Akpor LGAs.
3. As part of project implementation, the project is required to undertake an Annual Environmental and Social Performance Audit (ESPA) to assess the level of compliance of the project with the applicable E&S requirements. The audit will focus specifically on assessing the extent of compliance with the financing agreements provisions, including national legislations, regulations and procedures, the Bank’s environmental and social requirements and International Industrial Best Practice (IIBP) of the WASH Sector. The audit will identify non-compliance and shortcomings, and the direct and root-causes of such performance, then recommend corrective actions. It shall be a independent evaluation of both the Borrower and the African Development Bank Performances through the overall project cycle.
It is expected that assignment will be undertaken within a period of 3 months from the date of contract signature.
4. The Port Harcourt Water Corporation now invites interested consulting firms to indicate their interest in providing these services. Interested service providers must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff. etc.) Potential consultants may constitute joint ventures to enhance their chances of qualification.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008, Revised July 2012, which is available on the Bank’s website at http://www.afdb.org
