1. INTRODUCTION
Esso Exploration and Production Nigeria Limited (EEPNL), operator of NNPC OML 133, Esso Exploration and Production Nigeria (offshore East) limited (EEPN(OE)L), operator of OML 138, Esso Exploration and Production Nigeria (Deep water ventures) Limited (EEPN(DWV)L, operator of NNPC OML 139 and Esso Exploration and Production Nigeria (Upstream) Limited (EEPN(U)L), operator of OML 154, collectively referred to as “ESSO” plans to engage competent and qualified companies to provide two deep water mobile offshore drilling units and associated services (Inc. solid control, rig positioning, subsea metrology, ROV and cementing unit/pumping services) required for drilling operations on its NNPC/Esso PSC acreages.

Anticipated contract term is three (3) years with additional two (2) years optional period.

2. SCOPE OF WORK
The scope of work shall include but not limited to providing equipment, materials and personnel for the provision of deep water Mobile offshore Drilling Units and associated services (inc. solid control, rig positioning, and subsea metrology, ROV and cementing units/pumping services) to conduct drilling, completion, testing, temporary abandonment and work over activities in water depth range from 600-1800m.

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested tenders are required to be prequalified and have LIVE status in the 3.04. 01 (Drilling rigs and production/drilling services (Semi-submersibles/jack ups/others) category in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
b) To determine if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log in details. Click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
c) If you are not listed in a product/service category but you are registered with DPR to do business, contact Nipex office at 8-10 Bayo Kuku Street, Ikoyi Lagos with your DPR certificates as evidence for necessary update within the stipulated advert window.
d) To initiate the JQS pre-qualification process, access www.nipex-ng.com to download an application form, make necessary payments, and contact the Nipex office for further action.
e) To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.

4. NIGERIAN CONTENT
Company is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD ACT ) enacted by the Federal Government of Nigeria in April 2010.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigeria Oil and Gas Industry shall be consistent with the level set in the schedule to the act and any other targets as may be directed by the Nigeria Content Development and Monitoring Board (NCDMB).
Esso requires their contractors to comply with the Act, its attached schedule any applicable regulation developed by the NCDMB.
NNPC/EEPNL PSC requires their contractors to comply with the act, its attached schedule and any applicable regulation developed by the NCDMB.
Nigerian Content (NC) in the Nigerian Oil and gas industry is defined as: “The quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate” Utilization of Nigerian Human, material resources and services in the Nigerian Oil and Gas Industry.
“Nigerian company” is a company formed and registered in Nigeria in accordance with the provision of Companies and Allied Matters Act with not less than 51% equity shares by Nigerians.
Tenders shall consider Nigerian content as an important element of their overall project development and management philosophy for project execution.

As part of their submissions, Tenderers shall:
a. Demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 & 07. Tenderer shall provide evidence of registration on NOGIC JQS and NUPRC certificate.
b. Tenderer shall provide evidence of category 1,2,3,4 or 5 services and support (SS) group NCEC, to demonstrate capacity and capability in executing the work scope.
c. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
d. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
e. Tenderer shall provide Location of in-country facilities (not limited to OCTG threading facility) to execute the work scope.
Tenderers failure to comply with the NOGICD Act or demonstrate commitment to Nigeria Content development will result in Bidder’s disqualification.

5. CLOSING DATE
Only Tenderers who are registered and have LIVE status in the 3.04.01 – Drilling Rigs and Production/Drilling Services (Semi Submersibles/Jack ups/others) category in NipeX Joint Qualification Scheme (NJQS) database as at 1600hours on September 13, 2023, being the advert closing date, shall be invited to submit Technical Bids.

6. ADDITIONAL INFORMATION
a) Interested suppliers must be prequalified for this product/service category in NJQS
b) Full tendering procedure will be provided only to contractors that have been successfully prequalified in NJQS
c) This advertisement shall neither be construed as an invitation to tender (ITT) nor a commitment on the part of Esso to award a contract to any supplier and/or associated companies, sub-contractors or agents.
d) This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Esso and/or its partners by virtue of such companies having been prequalified in NJQS.
e) All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the suppliers.
f) Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up-to-date in their company profile in the NJQS database.
g) ESSO shall communicate only with the authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agent.
