REQUEST FOR PROPOSAL FOR CONSULTANCY SERVICES
BACKGROUND
The Federal government of Nigeria, through the Department of Climate Change in the Federal Ministry of environment, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in Nigeria. The grants Agreement have the UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled ‘’ Strengthening Nigeria’s Capacity to Advance the NAP process’’ will strengthen the capacity of Government of Nigeria at all levels to advance the NAP process and ensure a climate-resilient development pathway for Nigeria. The departments of climate change therefore intend to engage the services of experienced experts for the following consultancy services:
CONSULTANCY A: ECONOMIST
TYPE OF CONTRACT: individual consultant
Duration: 80 working days
Project objectives
• To prioritize adaptation strategies responsive to the main climate change risks in the economy through a process of economic appraisal
Task 1: develop analytical framework,
Support the team of international consultants to scope the main adaptation options and strategies highlighted by the stakeholder consultation during the NAP process and published evidence of levels and causes of vulnerability of climate changes and adaptation strategies. The adaptation strategies should be organized in terms of the climate changes risk they would mitigate and the possible alternatives to each adaptation strategy in relation to the given climate change risk,
1) Closely work with the term of international consultant to develop a framework of private and public goods benefit streams for each adaptation n strategy, data needs; available information sources and information gaps; the economic benefit streams should identify available information for benefit streams regarding ecosystem services (provisioning service (timber, water, NTFP), regulating services (soil protection, water and climate regulation), cultural services (spiritual, recreation), and supporting services (nutrient and seed dispersal) and 2) multiplier (secondary economic) effects on demand for materials labour and jobs growth and opportunities for livelihoods , enterprises and the economy.
Task 2: task 2 carry out cost benefit analysis.
i) Support the international consultants to gather data and conduct a cost benefit analysis of the adaptation strategies identified in (i) above including the ‘do nothing’ option organized by climate change risk mitigated, justify the choice of discount rate used and the timeframe used for the CBN.
ii) Carry out sensitivity analysis for the main assumptions used in the economic analysis to check the robustness of the result.
Task 3: develop training material on financial valve of ecosystem goods and services.
i) Scope the main financial valve of ecosystem goods and services : to demonstrate the financial valve of ecosystem goods and services particularly for climate change adaptation: to local communities and socio-economic sectors with the aim of encouraging participation and investment of Nigeria’s relevant private sector actors in climate change adaptation technologies and strategies.
Task 4: develop reports for policy-makers.
i) Support the team of international consultants to develop a recommendations section on i) adaptation strategies of greatest public benefit and what that might for climate change adaptation, regarding mobilizing private and public sources of funding ii) research gaps and pointers for future work in the area iii) ToRs for adaptation economic assessments in future exercises of this nature.
ii) Present the findings to the NAP decision-making group and/or wider stakeholder group to get feedback on the feasibility of the proposed adaptation strategies using methods such as scenario analysis and multi-criteria analysis.
iii) Develop a summary for policy maker (2-4 page briefing) with the main results.
Deliverable
• An inception report containing the methodology and work plan.
• Draft and final reports containing the economic appraisal of the main adaptation strategies that have been scoped to address medium to long term adaptation risk
• Meeting/workshop reports and attendance list.
Qualifications
Academic qualifications:
• Minimum of master’s degree in a relevant field such as environmental economics, natural resource economics, economics, developmental economics, (phd preferable). Masters degree in climate change related field is acceptable.
Experience:
• A minimum of 7years relevant work experience nationally with international level experience in relation to economic appraisal method and their application, particularly related to environmental and social cost benefit analysis
• At least two previous similar assignments related to elaborating and applying economic appraisal methods to environmental or developmental strategies, programmes and project towards informing strategies priorities and decision on prioritization of strategies and programmes.
• Demonstrated previous experience in training and guiding leading and facilitating high-level multi-stakeholder consultative processes to elaborate policies and programmes.
CONSULTANCY B: ADAPTATION FINANCE EXPERT
TYPE OF CONTRACT: individual consultant
DURATION: 180 working days
Project objectives
To revise existing climate change adaptation funding mechanisms and develop adaptation finance strategic action plan to inform the national adaptation plan process in Nigeria.
Tasks
Working closely with international consultant, DCC and other national consultants the national consultant will perform the following key tasks:
Task 1: consultation, planning meetings.
i) Identify existing and new adaptation finance from public, private, national and international sources for addressing Nigeria adaptation priorities.
Task 2: develop adaptation finance action plan and advice on how to strengthen existing funding institution
i) Develop an adaptation finance action to; i) access new financial sources; ii) review and recommend national and state budget allocations for adaptation ;iii) strengthen existing funding institutions/ mechanisms with a special focus on the operationalization of the national strategic climate change trust fund (NSCCTF);iv) support the effective distribution of funds across the priority sectors identified in the NASPA-CCN to long-term adaptation planning prioritized; v) foster private-public investment in adaptation technologies and strategies.
Task 3: develop background information and noted based on the adaptation finance action plan.
i) Discuss in a forum the funding of prioritized climate change adaptation actions identified as priority adaptation options based on national adaptation documents such as the NASPA-CCN, the INDC and the NPCC, as well as the proposed adaptation finance action plan developed.
Task 4: develop the tracking tool.
i) Design and develop a tracking tool for monitoring public expenditure on climate change adaptation in Nigeria, including National budgets and all funding sources identified during consultation and planning meetings.

• Task 1: report on existing, new and potential adaptation finance sources.
• Task2: adaptation finance action plan document.
• Task 3: forum meeting report and plan of action.
• Task 4: operational financial tracking tool.

Qualifications
Academic qualification:
• Minimum of master degree in a relevant field such as finance, development finance, accounting and finance, finance management, economics (PHD preferable). Master degree in climate change related field is acceptable.
Experience:
• A minimum of 7years relevant work experience at national or international level in relation to all the tasks.
• At least two previous similar assignments related to elaborating and applying financial methods to developing financial action plans or strategies for adaption finance or climate actions
• Demonstrated previous experience in training and guiding, leading and facilating high-level multi-stake holding consultative processes to elaborate plans, policies and programmes
CONSULTANCY C: MONITORING AND EVALUTION (M&E) EXPERT
TYPE OF CONTRACT: INDIVIDUAL CONSULTANT
DURATION: 120 WORKING DAYS
PROJECT OBJECTIVES
• To establish monitoring and evaluation system for the NAP and train relevant stakeholders.
Tasks
Task 1: develop a detailed M&E protocol, which can be used for the creation of M&E system nationally to ensure a standardized approach to M&E
Design a protocol to ensure that the monitoring and evaluation (M&E) system developed includes; i) collection of sex-disaggregation information; ii) milestones; iii) gender- sensitive performance indicators at nationals state and local levels; iv) short medium and long term targets v) outputs and outcomes, vi) monitoring and reviewing tools and templates vii) assessment planning viii) follow-up actions and ix) links to Nigeria INDC priority areas
Task 2: develop M&E system
• Develop and institutionalize an M&E system in consultation with the NAP project working groups established to access the strength and weaknesses of the NAP process in Nigeria. The M&E system will follow the protocol designed. A schedule for conducting & E activities at regular intervals (at least every two years) to accesses the progress of the NAP process will be established.
Task 3: develop guidelines and training materials on how to use the M & E system
• Develop guidelines and training materials for technical staff within relevant government institutions including Federal and State MDAs, state level climate change desk offices, and research institutions to use the M&E system developed.
Task 4: hold a workshop with the working groups to develop recommendations to update Nigeria’s INDC and targets for adaptation priorities
Deliverables:

• Task 3: M & E guidance document and training materials
• Task 4: workshop agenda and workshop report, hightligting recommendations for updating the NDC as well as targets for CCA priorities.

Qualification
Academic qualification
• Minimum of master’s degree in social sciences or relevant field such as statistics, economics, Business administration, management technology, development planning (PhD preferable)
Experience
• A minimum of 7 years relevant work experience nationally within international level experience in designing M & E systems and conduting evaluations or result based management, particularly related to environmental or developmental projects.
• At least two previous similar assignments related to developing M &E systems,
CONSULTANCY D: DATABASE & WEBSITE DESIGN EXPERT
Type of contract: Individual consultant
Duration 80 working days
Project objectives:
• To establish monitoring and evaluation system and train relevant stakeholders
• To develop the vulnerability mapping tool
Tasks:
Task 1: design a national climate information databases
• Develop a climate information database for storing the climate risk information generated; to inform the current and future iterations of Nigeria NAP process and NDC. The database will be coordinated by the DCC under the Federal Ministry of Environment. In conjunction with other relevant stakeholder and will be accessible via the Eco-hub as well as the DCC website.
Task 2: Draft an information-sharing protocol.
• Design a protocol for sharing the information stored on the database established at appropriate spatial and temporal scales, and in an accessible format. This will be done by engaging with the working group as well as other relevant stakeholders Including environmental NGOs and CSOs.
Task 3: Perform technical training of relevant staff within federal and state ministries that will be responsible for managing the web-based knowledge Information sharing platform.
• Improve the accessibility and functionality of the DCC website to enhance the knowledge and understanding of climate change and adaptation planning, specifically among NGOS, CSOs, the private sector and local communities in Nigeria. DCC website will be redesigned or updated to host user-friendly, locally- appropriate Information on climate change risks, Impacts and adaptation options including indicators in. Nigeria, and will include weblinks to the climate information database. DCC staff will be trained to maintain and update the website as necessary.
Task • 4: Develop a vulnerability mapping tool.
• Enhance the accessibility and functionality of the EcoHub, specifically to Inform and Improve adaptation planning within, as well as collaboration among, federal, state and local government agencies. The EcoHub will be designed to host a climate risk and vulnerability mapping tool, as well as information on and indicators for continuous adaptation planning and cross-sectorial collaboration.
Task 5: Develop training.
Train federal, state and local government agency staff on how to use, update and maintain the EcoHub.
Deliverable
• An inception report containing the methodology and work plan.
• An Interim report containing work done and task progress.
• Task 1: Operational climate information database.
• Task 2: Number of stakeholders engaged; submissions of an Information dissemination protocol.
• Task 3: Improved and updated DCC website; technical trainings, including training materials, for staff within the DCC.
• Task 4. Improved and updated EcoHub, including a climate risk and Vulnerability mapping tool, with web links to the climate information database.
• Task 5: Technical training material.
Final report.
Qualifications
Academic Qualifications:
• Minimum of Master’s degree in data management or relevant field such as Software Engineering, Data Science, Statistics, Mathematics, Geographical Information System (GIS), Information Science, and ICT. (PhD preferable)
Experience
• A minimum of 7 years relevant work experience nationally with international level experience in relation to database modeling and Designing. As well as experience in developing vulnerability mapping tools.
• At least two previous similar assignments related to all task. Demonstrated previous experience of understanding database security performance standards and backup and recovery.
• Demonstrated previous experience in training, guiding, leading and facilitating high-level multi-stakeholder consultative meetings.
CONSULTANCY E: DESIGN EXPERT
TYPE OF CONTRACT: Individual Consultant
DURATION: 30 Working Days
Project objectives:
• To develop NAP promotional materials for NAP project Terminal Evaluation Report. Tasks
Task 1: Develop promotional materials for NAP. • Present the findings of the Terminal Evaluation conducted:
To the NAP board; ii) locally through radio broadcasts, posters /leaflets and television programmes; (il) Internationally on government information portals, ministerial websites and conferences; and iv) on knowledge-sharing platforms such as the EcoHub and the UNFCCC Newsroom.
Deliverable
• An inception report containing the methodology and work plan.
• An interim report containing work done and task progress.
• Task 1: Radio/television broadcasts and posters/leaflets distributed; NAP report uploaded to knowledge-sharing platforms.
• Final Reports.
Qualifications
Academic Qualifications:
• Minimum of Master’s degree in Journalism, Mass communication or any other related courses. (PhD preferable)
Experience:
• A minimum of 7 years relevant work experience nationally with international level experience related to mass communication.
• At least two previous similar assignments related to the task. Skills and experience to facilitate internet-based virtual meetings and stakeholder consultation processes.
• Working experience with government institutions would be an added advantage.
