INVITATION FOR TENDERS AND EXPRESSION OF INTEREST (EOI)
1. INTRODUCTION
The National Film and Video Censors Board an Agency of the Federal Ministry of Information saddled with the responsibility of regulating the film and video industry in Nigeria, in pursuant of execution of its 2024 Capital and Zonal Appropriations budget, hereby invites Interested, reputable competent consultants, firms and companies to participate in this year’s capital and Zonal Appropriation budget implementation:
2. SCOPE
CONSULTANCY – NFVCB/CP/2024/001
1. LOT 1 – STRATEGIC LEADERSHIP ETHICS AND POLICY MAKING COURSE AND CENTRE FOR MANAGEMENT DEVELOPMENT IN AKWA IBOM NORTH EAST SENATORIAL DISTRICT.
2. LOT 2– STAFF LIFE/ GROUP PERSONAL ACCIDENT INSURANCE COVER.
3. LOT 3– SELECTION AND TRAINING OF SELECTED YOUTHS FOR SUPERNUMERARY (SPY) AT THE NIGERIAN POLICE COLLEGE IN AKWA IBOM NORTH EAST SENATORIAL DISTRICT.

4. LOT 4– SUPPLY OF FERTILIZER TO PEOPLE OF SHANONO/BAGWAI FEDERAL CONSTITUENCY, KANO.
WORKS- NFVCB/CP/2024/003
5. LOT 5 – SUPPLY AND INSTALLATION OF SOLAR-POWERED STREET LIGHTS IN SELECTED AREAS ACROSS AKWA IBOM NORTH EAST SENATORIAL DISTRICT.
3. ELIGIBILITY REQUIREMENTS
To qualify for consideration, interested companies with experience in similar jobs are required to submit documents listed hereunder. Note that failure to submit any of the under-listed documents will lead to disqualification of the Consultant.
a. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including, Forms CAC2 and CAC7 and CAC7 (OR CAC 1.1). Business Name with form BN 1 Is also acceptable for consultancy services
b. Evidence of Company’s Income Tax Clearance Certificate (or personal Income Tax Clearance Certificates of all the partners in case of Business Name) for the Last three (3) years valid till 31st December, 2024;
c. Evidence of pension Clearance Certificate for the Last three (3) years (this requirement is only applicable to bidders whose number of staffs is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Sworn Affidavit:
Disclosing whether or not any officer of the relevant committees of the National Film and Video Censors Board or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That no Director has been convicted in any country for any criminal offence relating to fraud of financial impropriety or criminal misinterpretation or falsification of facts relating to any matter;
That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petitions or proceedings;
h. Company’s Audited Accounts for the last three (3) years -2021,2022,2023;
i. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity), executed in the last five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificates and photographs of the project;
k. Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications etc.
l. For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
m. Consultancy services: Evidence of firm’s current registration with the relevant regulatory professional body(ies) such as the center for Management Development (CMD), Policing;
n. Lot 2: Insurance Companies/Insurers/Underwriters: Operational License issued by NAICOM, Valid and adequate re-insurance Treaty arrangement & Certified True copy of Audited Accounts approved by NAICOM;
o. Lot 5: Evidence of current License issued by Nigerian Electricity Management Services Agency (NEMSA);
p. For joint Venture/ Partnership, Memorandum of Understanding (MoU) indicating lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested Companies are to collect the Standard Bidding Documents from Head of Procurement unit of the Board on evidence of payment of a non-refundable tender fee of 10,000.00 ( Ten Thousand naira only) per Lot, paid into the TSA of the National Film and Video Censors Board in any reputable any reputable Commercial Bank in Nigeria.
5. SUBMISSION OF TENDER (GOODS & WORKS DOCUMENTS)
Prospective bidders are to submit bid for Lot desired, two (2) hard copies each of the Technical and Financial bids, with softcopy of financial bid only in MS Excel format, packaged separately In sealed envelope and clearly marked as “Technical or “Financial Bid” . Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to: The Executive Director, National Film, & Video Censors Board
No 20, Alexandria Crescent, Wuse II, Abuja. Furthermore, the reverse of the sealed envelope should bear the name and address of the bidder and deposited in the Tender Box located in the procurement Unit (Room 201) not later than 12:00 noon Tuesday, 20th August, 2024.
6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested Consultants/Firms are to submit two (2) bound Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as stated above should be submitted not later than 12:00 noon Tuesday, 23rd July, 2024.
7. OPENING OF EOI AND TECHNICAL BIDS
THE EOI and Technical Bids will be opened immediately after the deadline for submission at 12:00 noon Tuesday, 23rd July, 2024 and 12:00 noon Tuesday, 20th August, 2024, respectively, in the Conference Room of the National Film And Video Censors Board (NFVCB) in the presence of bidders or their representatives, while the financial bids will kept be unopened till a later date. Please ensure that you sign the Bid Submission Register at the Procurement Unit of the Board as NFVCB will not be held liable for misplaced or wrongly submitted bids.
8. GENERAL INFORMATION
a. EOIs/Bids must be in English Language and signed by an authorized BY the bidder;
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders
e. Consultancy: Only Shortlisted Consultants will be invited at a later date for collection of Request for proposal (RFP).
f. For Goods and Works: Only qualified bidders at technical evaluation will be invited at a later date for financial bid opening while the financial bids of unsuccessful bidders will be returned unopened.
g. This advertisement shall not construed as a commitment on the part of NFVCB nor shall it entitle responding companies to seek indemnity from NFVCB by virtue of such companies having responded to the advertisement
h. The national Film and Video Censors Board is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
