INVITATION FOR PRE-QUALIFICATION AND TENDER FOR 2024 CAPITAL PROJECT
1. INTRODUCTION
In compliance with the Jigawa State procurement law and guideline. Jigawa State Government intends to embark on modernized Dutse Stadium. The Ministry wishes to invites tenders from reputable contractors to bid for the following works.
2. PROJECT SCOPE:
The football field artificial turf with a completion period not later than 12 weeks from the date of award
3. ELIGIBILITY REQUIREMENTS
To be considered interested competent and reliable bidder are required to submit verifiable bidding document along with the following:
i. Evidence of certificate of incorporation issued by the corporate affairs commission (CAC)
ii. Certified true copy of memorandum and Articles of association
iii. Evidence of registration with Jigawa State works registration unit
iv. Company’s Audited Accounts for the last one (1) years
v. Tax Clearance for the last three (3) years
vi. VAT registration and evidence of past remittance
vii. Evidence of financial capability and banking support.
viii. Company average annual turnover of not less than Fifty Million Naira (50,000,000)
ix. Evidence of similar projects executed (letters of Awards and Completion Certificates) at least three (3) within the last five (5) years.
x. Verified evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.)
xi. That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
xii. A sworn affidavit certifying as follow:
xiii. That the document submitted for the prequalification exercise are not only genuine but correct
a. That none of the director of the company has been convicted by any court law
b. That the company is not bankrupt
c. That none of the officers of Jigawa State/Local Government is a present or former director of the company
d. Director of the company
xiv. Any other relevant information that will help in determining the company’s suitability for the work.
Any prospective bidder that does not possess any of the above documents needs not to apply.
4. COLLECTION OF TENDER
Interested bidders are to collect the Tender documents from the office of the Director Procurement, Ministry of Information, Youth Sport and Culture from the date of publication of this advert and between the hours of 9:00am and 5:00pm daily after a payment of a non-refundable fee of N100,000.00
5. SUBMISSION OF THE TENDER DOCUMENT
Technical and financial bids shall be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the company’s name indicated on one side of the envelopes. Both envelopes should be sealed into one envelope also sealed and marked with the project name at the top right hand corner and address to: Director Procurement, Ministry of Information, Youth Sport and Culture not later than 20th November 2024 by 12 noon
All documents for submission must be transmitted with a forwarding letter dully by company representative under the company’s letter headed paper bearing the CAC Registration Number (RC), Contact Address, Telephone Number (Preferably GSM No) And E-Mail Address
The financial bid should contain a bid security of not less than 2% of the quoted bid by way of bank guarantee or insurance bond issued by reputable bank or insurance company acceptable by the procuring entity.
The bid validity period should be 120days from the deadline of the bid submission date.
6. OPENING OF BIDS
Bids opening will take place at conference hall of the Ministry of Information, Youth Sport and Culture at 12:00 noon
7. GENERAL INFORMATION
i. Bids submitted after the deadline for submission would be returned un-opened;
ii. Only the financial bids of successful bidders will be opened, while those the un-successful bidders will be returned un-opened
iii. This advert shall not be constructed as commitment on the part of the Ministerial Tender Board nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the Ministerial Tender Board by virtue of such company having responded to this advertisement.
iv. All cost will be the bidders as the Ministerial Tender Board will not be held responsible for any cost expenses incurred by any interested party (i.e.) in connection with any response to this invitation.
v. The Ministerial Tender Board reserves the right to annul the procurement process at any time without incurring any liabilities.
vi. Alternatives bids will not be accepted.
vii. Bidders with the same subsidiary relationship are not allowed to partake in the same lot
