TENDER OPPORTUNITY: SUPPLY OF AGO SERVICES FOR NNPC/FIRST E&P JV OPERATIONS

1. INTRODUCTION
FIRST Exploration and Petroleum Development Company Limited, on behalf of NNPC/FIRST E&P Joint venture intend to contract for the provision of supply and delivery of AGO (both onshore or offshore) for the drilling and completion operational with Ag maintenance Services for a firm period of five (5) years plus two (2) years optional extension.
FIRST E&P therefore uses this medium to inform suitable and reputable companies having requisite experiences and resources for the execution of a project of this magnitude to register or update their registration with NipeX for consideration in the subject opportunity.
2. SCOPE OF WORK/ SERVICES REQUIREMENT
The scope of work is as follows:

3. MANDATORY REQUIREMENTS
• To be eligible for this tender exercise. Interested contractors are required to be pre-qualified in NipeX joint qualification system (NJQS) product code 2.07.02 – Petroleum products. All successfully pre-qualified Suppliers in these categories will receive an Invitation to Technical Tender (ITT).

• If you are not listed in this product/service category and you registered with NUPRC to do business, please contact Nipex office at 27b, Oyinkan Abayomi Drive, Ikoyi Lagos with your NUPRC certificate as evidence for verification and necessary update.
• To initiate the JQS pre-qualification process, please access www.nipex-ng.com, and click on services tab followed by NJQS registration.
• To be eligible, all tenders must comply with the Nigerian Content Requirements in Nipex system.
• Bosiet and offshore safety permits.
4. NIGERIAN CONTENT REQUIREMENT:
i. Tenderer shall demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC2.3, 2.4, 2.5, etc)
ii. Tenderer shall provide evidence of registration with the NCDMB, NOGIC JQS and NUPRC certificate.
iii. Tenderer shall demonstrate detailed description of the location of in-country committed facilities & infrastructure (address, layout drawing, lease document of technical & administrative office. In Nigeria to support this contract.
iv. Tenderer to provide corporate organizational and project/contract specific organogram showing the Names and Nationalities, including CVs of all key personnel that will execute the work scope for this service.
v. Tendered shall provide evidence of ownership or binding MOA with a category A/AA vendor to utilize Nigerian Owned marine vessel (Tanker/Barge) duly categorized as ‘Nigerian owned’ with a valid Nigerian Content Marine Vessel Certificate (NCMVC) for the vessel to be deployed.
vi. Tenderer shall demonstrate Ownership by having a valid NCEC Category “DA” for Logistics Services equipment not limited to tank farm for storage of AGO, trucks for conveying products or provide MOA with Nigerian Owner of tank farm/Trucks.
NOTE:
Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage. Failure to meet the Nigerian Content requirements is a “FATAL FLAW”
5. CLOSING DATE:
Only tenderers who are pre-qualified with NJQS product code 2.07.02 – Petroleum Product as of 20th November 2024 being the advert close date be invited to submit both Technical and Commercial Bids.
