INVITATION TO TENDER FOR PROJECTS UNDER THE FY 2024 SUPPLEMENTARY APPROPRIATION

1. INTRODUCTION
1.1 Ogun-Oshun River Basin Development Authority (O-ORBDA) is a Parastatal under the Federal Ministry of Water Resources and Sanitation (FMWR/S) responsible for the Development and Management of Water Resources for multipurpose usage in Domestic, Industrial, Agricultural and Floods Control purpose.
The Parastatal in furtherance of this statutory mandate intends to undertake the Procurement of various Works and Goods under the 2024 Supplementary Capital Appropriation and in accordance with Extant Provisions of section 25 of the Public Procurement Act 2007.
1.2 The Authority therefore invites all experienced, qualified and competence Contractors and Suppliers with relevant experience for consideration for the execution of the under listed projects.

2. SCOPE OF WORKS AND SUPPLIES
Interested Contractors and Suppliers are invited to submit Technical and Financial Bids for the following categories of Projects.

2.1 CATEGORY A: WORKS (CONSTRUCTION)
LotE1: Construction of basic Infrastructure around Paraga Dam Farm Settlement, Ogun State

SURFACE WATER PROJECT
LotE2: Extensions of Water Supply Pipes Networks at Ilishan, Ogun State

IRRIGATION PROJECTS
LotE3: Construction of Drip Irrigation, Asa Farm Project, Oyo State
LotE4: Construction of Irrigation Project at Idode, Ijebu-Ode, Ogun State
LotE5: Development of Irrigation System and Farm Implements to Sepeteri, Oyo State

REHABILITATION OF FARM ACCESS ROAD PROJECTS
LotE6: Improvement of Rural Farm Access Road, Tobolo, Yewa North LGA, Ogun State
LotE7: Reconstruction of Road Amenities in Ilogbo, Ota, Ogun State
LotE8: Reconstruction of Road Amenities in Mede Owotedo town, Ipakia, Ogun State

BUILDING PROJECTS
LotE9: Construction of Major Infrastructure within Mini Sport Area and Environs at Iperu, Ogun State

RENEWABLE ENERGY AND SOLAR WORKS

CATEGORY B: GOODS (SUPPLIES)
LotE17: Provision for Procurement of Tractors and Implementation to O-ORBDA Hq. Abeokuta, Ogun State

3. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects should submit the following documents in their Technical Bids:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years (2021, 2022 & 2023) Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
c. Evidence of Pension Clearance Certificate Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
Sworn Affidavit:
g. disclosing whether or not any officer of the relevant committees of the Nigerian Content Development and Monitoring Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidd4er and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years -2021, 2022 & 2023;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willing=ness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
n. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
NOTE that all Documents/Information required must be paginated and submitted in the Sequence/Order as listed above.

4.0 COLLECTION OF TENDER DOCUMENTS:
4.1 Interested companies on presentation of an evidence of payment of a NON-REFUNDABLE tender fees of N10,000.00 per Lot into the OORBDA Remita E-COLLECTION Account number 025204500100 with GIFMIS 1000114209 in any Commercial Bank shall collect Bidding Documents (Standard Bidding Documents) Reference Code between 9.00am and 3.30pm from Monday to Friday, at the:

Headquarters, Alabata Road, Abeokuta,
Ogun State.
4.2 All Terms and Conditions in the collected Documents MUST be strictly adhered to please.

5.0 SUBMISSION OF TENDER DOCUMENTS:
Prospective Bidders are to submit bid for each of the Lot desired, Two (2Nos) hard copies (one original and one other copy) each of the Technical and Financial bids with softcopy of financial bid in MS format, packaged separately in sealed envelopes and clearly marked Technical Bid or Financial Bid. Thereafter, put the two sealed envelopes together in a bigger sealed envelope, with the Project Name and Lot Number clearly written on the top right corner and address to;

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box not later than 12:00 Noon, Monday, 23rd December, 2024.

6.0 OPENING OF TECHNICAL BIDS
6.1 Only Technical Bids will be opened immediately after the deadline for submission at 12:00 Noon on Monday, 23rd December, 2024, at the O-ORBDA Training School Auditorium of Ogun-Oshun River Basin Development Authority, Alabata Road, Abeokuta, while the Financial Bids will be kept un-opened.
Bidders, relevant Professional Bodies and Civil Society Organizations in the area of Anti-Corruption and Transparency are invited to witness the bid opening.
6.2 Please ensure that you provide functional GSM Number when signing the Bid submission Register at O-ORBDA Training School Auditorium.
6.3 Ensure that the Bid submission Register is signed at the O-ORBDA Training School Auditorium, as Ogun-Oshun River Basin Development Authority will Not be held liable for misplaced or wrongly submitted Bids.

7.0 GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder.
ii. Bids submitted after the deadline for submission would be un-opened and returned to bidder.
iii. Bidders shall not be awarded for more than two (2) Lots.
iv. All the Financial cost will be borne by the bidders.
v. All Bid documents (Technical and Financial) MUST be accompanied with duly signed submission letters by the Bidders. Any unsigned documents will be disqualified.
vi. The Technical bid will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies.
vii. Bid documents can be collected in soft copies and Bidders can submit through Post (Courier Services). However bids submitted through post must be received before the deadline otherwise the bid will be returned un-opened.
viii. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
ix. Ogun-Oshun River Basin Development Authority is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
