Overview
Project title: Strengthening Women’s Economic Empowerment (SWEEP)
Summary of project Tearfund is a Christian Relief and Development Agency working in over 50 countries worldwide, with a Christ-centered approach to aid and development.
Tearfund’s work in Nigeria began in the early 1970s.
SWEEP is being implemented by Tearfund in 50 communities across Oyo, Osun and Ogun States. The project uses an Interim approach to transform masculinity, aiming at ending Sexual and Gender Based Violence, leading to improved family well-being and greater economic empowerment for the women including promoting social cohesion along with its standard focus on reducing gender-based violence.
SWEEP is a 3-year project, and the focus is on the implementation of these TM activities in 50 Mosques and 50 Churches in South West Nigeria (Oyo, Osun and Ogun).
Location and region: Nigeria – Three states (Oyo, Osun and Ogun) across 50 communities
1. Specific Objectives of the Project
The specific objectives of the project are:
• Assess the potential for growth, profitability and employment of local economic sectors.
• Identify viable and sustainable income-generating activities for women.
• Evaluate market demand, competition, and supply chain dynamics for potential goods and services.
• Assess barriers and opportunities for women entrepreneurs in local markets.
• Determine the feasibility and potential impact of cash transfer on local markets.
• Provide actionable recommendations to guide cash transfer and capacity-building strategies.
• Assess risk, challenges, and enables to successful implementation of cash-based programming.
• Assess whether the identified and selected markets can absorb additional cash that will be ingested into the market.
• Conduct research and analysis on market supply and demand for goods/produces services.
2. Scope of work:
Through a consultative and field-based process, the consultant will conduct the Market Assessment and Value Chain analysis, using a well-established and recognized methodology, to achieve the following specific objectives:
• Literature Review: Review relevant project documents, existing market data, and socio-economic studies related to women’s empowerment in the target area.
• Market Mapping: Identify key markets, sectors, and value chains with potential for women-led income-generating activities.
• Demand Analysis: Assess consumer demand for products/services that women could provide.
• Price and Inflation Risk: Examine price trends of essential goods and services to mitigate inflation risks.
• Supply Chains Assessment: Assess the reliability and efficiency of supply chains for goods and services needed for the IGAs. Also evaluate the availability of raw materials, tools, and services required for the Identified activities.
• Barriers and Enablers: Identify socio-economic, cultural, and logistical barriers to women’s market participation and entrepreneurship, as well as potential enablers.
• Stakeholder Engagement: Conduct interviews and focus group discussion with local women, market actors, community leaders, and relevant stakeholders.
• Financial Mechanisms: Evaluate the accessibility and reliability of cash delivery mechanisms (e.g., mobile money, banks). Also analyse access to credit, savings, and payment systems to support women in starting or scaling businesses.
• Recommendations: Provide report with practical, evidence-based recommendations for income-generating activities and cash transfer amounts, targeting criteria, and IGA selection.
• Assess and determine that the targeted markets are viable for business growth/expansion and sustainability.
• Identify market dynamics and opportunities and assess and map the supply and demand of services in targeted areas.
• Assess the cost, profit, marketing, and supply and demand dynamics of the value chain.
• Assess the competitiveness of the value chain(s) and determine how to create competitive advantages for the targeted sectors in the context of local and regional trends, having in mind the context of the refugee population.
3. Deliverables
• Inception Report: Outlining methodology, work plan, and tools (to be submitted within 1 week of contract signing).
• Draft Report: Summary of findings and initial recommendations for review and feedback.
• Final Report: Comprehensive document including:
o Market mapping and analysis.
o Key barriers and enablers for women entrepreneurs.
o Recommendations for income-generating activities and capacity-building strategies.
o Visuals (e.g., maps, graphs) and an executive summary.
• Presentation: Slide deck summarizing key findings and recommendations for stakeholders.
The market assessment and value chain analysis report should include at least:
• Executive summary.
• Background.
• Methodology and documentation of the process.
• Limitations and challenges.
• Findings of market assessment (SWOT analysis, potential for growth, profitability and employment of each sector).
• Conclusion of market assessment: list of value chains that should be targeted to boost the employment of persons of concern and their host communities.
• Recommendations.
• Annexes.
4. Methodology
The consultant is expected to use a combination of quantitative and qualitative approaches, including:
• Desk review of relevant documents.
• Key Informant Interviews (KIIs) with stakeholders.
• Focus Group Discussions (FGDs) with beneficiaries.
• Surveys and market observation.
5. Consultant’s qualification and experience Advanced degree in Economics, Business, Gender Studies, or a related field.
• Proven experience in market assessments, livelihoods analysis, or women’s economic empowerment.
• Knowledge of local socio-economic dynamics in [target location].
• Experience in cash-based programming and livelihoods projects.
• Strong qualitative and quantitative research skills.
• Excellent report writing and presentation abilities.
• Experience working in South-West Nigeria is an asset.
• Familiarity with the local context and language(s) is an advantage.
• Minimum of 5 years of relevant professional job experience (market assessments, local economic development, value chain development, strategic planning, etc.,);
• Proven experience in planning, implementing, and monitoring livelihoods programmes (and managing multiple project).
