1. The Government of Federal Republic of Nigeria has been allocated grant funds (the “Grant”) from Rural Water Supply and Sanitation Initiative – trust Fund (RWSS-TF) which are administered by the African Development Bank (“the Bank”), and executed by the Federal Ministry of Water Resources & Sanitation. The Federal Ministry of Water Resources & Sanitation intends to apply the funds to eligible payments under the contract for Consultancy Services for Development of Technical Guidelines for Management of Rainwater Harvesting and Protected Spring Water Development.
2. OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to develop a Technical Guidelines for rainwater harvesting and spring development, that covers planning, design, construction, and best practice for their sustainable management.
3. SCOPE, TASK AND DELIVERABLES OF THE CONSULTANT’S ASSIGNMENT
The scope of assignment covers the desk review of WASH policy, and relevant technical guidelines, field visit, continuous consultation with the relevance Ministries, Department and Agencies and Stakeholders’ validation workshop. The consultant shall work under the direct supervision and guidance of the National program Coordinator and in close collaboration with relevant project staffs.
The consultant shall undertake the following tasks but not limited to the following activities:
i. Literature Review: Conduct a comprehensive review of existing Water Supply and Sanitation policy, strategy documents and standards, technical guidelines and reports as well as research on techniques, technologies, and regulations as related to Rainwater Harvesting and Spring Water Development in Nigeria and elsewhere.
ii. Stakeholder Consultations: Engage with key stakeholders (States, LGAs and Rural Communities) to understand their needs, priorities, and challenges as related to construction and management of RWH and protected Spring water development.
iii. Guideline Development: Adopt best practice in the existing manuals elsewhere and develop a manual suitable to Nigeria content. A comprehensive outline shall detail technical guidelines covering all aspects of RWH (Collection point/roof catchment, gutters and downspout, leaf screen and roof washers, storage tank, conveying and water treatment etc.) and Spring Water Development, including design principles, construction techniques, operation, maintenance, management. Ensure that the guidelines are applicable to the local context, taking into account factors such as climate, geography, and socio-economic conditions.
iv. Illustrations and Graphics: Incorporating illustrations, diagrams, and case studies to enhance understanding of key concepts and procedures.
v. Stakeholders Validation Workshop: Prepare the budget, materials, facilitate the stakeholder’s validation workshop, collate all comments and incorporate feedback from stakeholders, technical experts, and project partners to refine the content and improve usability.
vi. Quality Assurance: Ensure the accuracy, consistency, and coherence of the guidelines by conducting thorough reviews and revisions.
vii. Translation into Local Languages: Recruit language expert and translate Operation and maintenance as well as management sections of the final technical guideline shall be translated into major three Nigerian languages.
viii. Documentation and Reporting: Submit various reports (Inception, progress and final reports) Print ready guidelines details the planning, design, construction, operation, maintenance and management of the RWH and protected spring development.
The duration of the assignment is four months, expected to commence in May, 2025.
4. The Federal Ministry of Water Resources & Sanitation now invites expression of Interest (EOI) and information from suitable consultants that will provide a service for the production of guideline to the Federal Programme Coordinating Unit so as improve water supply services delivery in rural areas of Nigeria. Interested Consultants must provide information indicating that they are qualified to perform the assignment through their curriculum vitae. The qualification and experience of Individual Consultant are as follows;
a) The consultant must possess at least a MSc degree in Civil Engineering, Environmental Engineering, Water Resources Engineering. A relevant professional qualification is an added advantage;
b) A minimum of 15 years general experience in the design, implementation, and management of water supply projects, and not less than 5 years in-depth knowledge and expertise in rainwater harvesting and spring water development, including design, construction, and management;
c) Familiarity with the challenges and best practices in water resources management in the target region or similar contexts;
d) Ability/experience to develop comprehensive technical guidelines and training materials for stakeholders.
e) Knowledge of water resources management and rural areas in particular – 10%.
5. Eligibility criteria and the selection procedure for Individual Consultant Selection (ICS) are in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’ website at http://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/
