SUPPLY, INSTALL, TRAIN AND COMMISSION LIGHT-DUTY TRADE EQUIPMENT IN FOURTEEN (14) TRADE AREAS FOR THE EIGHT (8) TECHNICAL COLLEGES IN OGUN STATE
OG/NCB/GO/SDS/02/2025
1. The Ogun State Government has received financing from the World Bank toward the cost of the Ogun State Economic Transportation Project (OGSTEP) and intends to apply part of the proceeds toward payments under the contract for the Supply, Install, Train and Commission Light-Duty Trade Equipment in Fourteen (14) Trade Areas for the Eight (8) Technical Colleges in Ogun State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ogun State Economic Transformation Project (OGSTEP) now invites sealed Bids from eligible Bidders for the Supply, Install, Train and Commission Light-Duty Trade Equipment in Fourteen (14) Trade Areas for the Eight (8) Technical Colleges in Ogun State in 2 Lots as stated below:

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” January 2017 (Revised October 2017), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria:
• Documentary evidence of previous supply (sale) and delivery of similar Equipment, proposed for the last 3 years.
• Audited Financial Statements for the last three (3) years from a reputable and accredited accounting firm to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital with an average turnover of:
• N7.5bn or $5,000,000USD
• If a Bidder is not a Manufacturer, but is offering the Goods on behalf of the Manufacturer, the Bidder shall be required to provide Manufacturers Authorization using the Manufacturer’s Authorization Form in Section IV, Bidding Forms.

4. Interested eligible Bidders may obtain further information from Ogun State Economic Transportation Project (OGSTEP), The Project Coordinator, ogstepprocurement@gmail.com or call Ite 08033579512 or Tayo on +2348058855168 and inspect the bidding document during office hours 9:00am to 4:00pm Monday to Friday with the exception of Public Holidays at the address given below.
5. The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira (N150,000.00) only. The method of payment will be by Bank Manager’s Cheque (Bank Drafts) from a recognized commercial bank made payable to Ogun State Economic Transportation Project. The bid document may be collected by the Supplier’s Representative duly authorized by the Supplier in his application or sent by courier services on request (In the case of request by courier, the bidder is advised to arrange for own pre-paid courier service).
6. Bids must be delivered to the address below on or before Friday, April 4, 2025 by 11.00am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Friday, April 4, 2025 by 11.00am. at Block B, 5th Floor, OPIC Towers, Oke-Ilewo, Abeokuta, Ogun State, Nigeria.
7. All Bids must be accompanied by a bid security of Seventy-five Million Naira (N75,000,000.00) in the form of a Bank Guarantee, or Bank Manager’s cheque issued by a reputable Nigerian Commercial Bank.
