PREAMBLE

The government of Jigawa State in its effort to increase access to potable water supply in small towns, wishes to embark, through the Small Towns Water Supply and Sanitation Agency (STOWA), on improvement of water supply schemes in small towns across the State. The Agency therefore, invites tenders from reputable Civil Engineering contractors to bid for the general rehabilitation of faulty Water Supply Schemes both motorized and solar-powered in 76 Small Towns across the State.

PROJECT SCOPE

The projects are in Lot (Lot-1) with a completion period of four (4) month from the date of award as per details below:-

LOT NO.  
1 REHABILITATION OF FAULTY WATER SUPPLY SCHEMES BOTH MOTORIZED AND SOLAR -POWERED IN 76 SMALL TOWNS ACROSS THE STATE WHICH INCLUDE GIDAN DALLA, MADO, JURO, KABAN AND GALADIMARI (AUYO LGA); WURNO GABAS, DUMUS, BIGIDAN, BAMAINA, MALAMAWAR GANGARA, SHUNGUYUN, SOLI, WAZA, CHIYAKO, KWARI, ZANGA, BAMMOWA, GARGADI, KUNGUYUN, CHANDAM, KUMBURA, WARWADE, ZANGO G/NAMA, YABAZA AND SAFA (BIRNIN KUDU LGA); TAMSUGU (BIRNIWA LGA); TIJIYO, YAYARIN CHAKORI, BUJI GARI AND GAMBASHA (BUJI LGA); KACHI, DAGWAJE, KARNAYA, BARANGU AND SABALARI (DUTSE LGA);  MADAKA, GAMJI AND YALAWA (GAGARAWA LGA); DAN’AMA AND YALWAN MUSARI (GURI LGA); MARUTA, KILA AREWA, TSANGARWA AND MAHUDI (GWARAM LGA); NAHUCHEN HARBOR, YAYARIN BULANGU, POWARIN BULANGU AND PANTARI (KAFIN HAUSA LGA); SABON GARIN MALINTA, MAGUWA, FANDUN, JANNAK O AND KARIGIDI (KIRIKASAMMA LGA); BURAMUSA, AND AKURYA (MALAM MADORI LGA); KIGAWA (MIGA LGA); BEGUWA AND SINTILMAWA (RINGIM LGA); BAGGADE (SULE TANKARKAR LGA); MAJIYA B, GUJUNGU, KUKUJI, ZANGON MAJE AND TOFA (TAURA LGA) AND RINGIN (YANKWASHI LGA).

MANDATORY REQUIREMENTS

Companies interested in the project are to submit company profile which must contain the following:

  1. Certificate of Incorporation with Corporate Affairs Commission;
  2. Certified true copy of Memorandum and Article of Association;
  3. Tax Clearance Certificate for the last three (3) years;
  4. Evidence of Registration with Jigawa State Works’ registration Board in relevant category;
  5. Company’s audited Accounts for one ( 1) year;
  6. Evidence of Financial Capability including Banking support;
  7. Verifiable evidence of Company profile and technical qualifications of key technical personnel registered with relevant professional bodies (COREN, QSRBN, CORBON, ARCON, etc.);
  8. That the company has fulfilled all obligation to pay taxes, pensions and social security contributions;
  9. Evidence of similar projects executed (letter of award and completion certificate) at least three (3) in the last five (5) years;
  10. Description and list of relevant construction/civil works equipment;
  11. Company average annual turnover of not less than One Hundred Million (N100 million);
  12. VAT registration and evidence of past remittance;
  13. A sworn affidavit certifying as follows
  • That the document submitted for the prequalification exercise are not only genuine but correct.
  • That none of the Directors of the company has been convicted by any court of law.
  • That the company is not bankrupt.
  • That none of the officers of Jigawa State/ Local Government is a present or former director of the company.

COLLECTION and SUBMISSION OF TENDER DOCUMENT

Interested bidders are to purchase bid documents after a payment of non-refundable fee of Three Hundred Thousand Naira Only (N300,000.00) at Small Towns Water Supply and Sanitation Agency (STOWA) head Office Shuwarin, Dutse, from the date of publication of the advert and between 09:00 am to 4:00 pm Mondays to Fridays, except on public holidays.

SUBMISSION OF TENDER DOCUMENT

Original company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn affidavit in hard copy must reach The Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State by 12.00 noon, Tuesday 22nd April, 2025.

Similarly, bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to The Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State should also be submitted with bid documents.

Bid shall be valid for a period of 120 days (4 months) after Bid Opening.

OPENING OF BIDS

Bid Opening shall take place on Tuesday 22nd April, 2025 physically at Jigawa State Ministry of Water Resources Conference Hall by 1:30 pm.

GENERAL INFORMATION

Bidders should note the following information:

  1. Bid submitted after the deadline for submission will not be accepted;
  2. Only the financial bids of the successful pre-qualified bidders will be opened;
  3. This advert shall not be construed as a commitment on the part of Jigawa State Small Towns Water Supply and Sanitation Agency nor shall it entail a company to make any claims whatsoever from the Jigawa State Small Towns Water Supply and Sanitation Agency by virtue of such company having responded to this advert.
  4. All costs will be borne by the bidders as the Jigawa State Small Towns Water Supply and Sanitation Agency will not be held responsible for any cost or expenses incurred by any interested party (i.e.) in connection with any response to this invitation);
  5. The Jigawa State Small Towns Water Supply and Sanitation Agency reserves the right to annul the Procurement process at any time without incurring any liabilities.
  6. Alternative bid will not be accepted.
  7. Bidders with the same subsidiary relationship are not allowed to partake in same lot.
