INVITATION FOR EXPRESSION OF INTEREST (EOI)
1.0 INTRODUCTION
1.1 The Power Company Limited (FGNPC) is the special purpose vehicle responsible for managing and coordinating implementation activities to deliver the objectives of the PPI, through a multi-stakeholder framework, including public private sector companies. To this end, FGNPC in accordance with Section 44 of the Public Procurement Act 2007, hereby invites service providers with relevant experience, capacity and expertise to submit an Expression of Interest (EOI) for the provision of Services as listed below:
2.0 SCOPE OF SERVICES
2.1 The scopes of services to be provided are categorized in the various lots below:

2.2 The various work streams are as contained in the Terms of Reference (TOR) in the Request for Proposal (RFP) to be issued to prequalified firms.
3. ELIGIBILITY REQUIREMENTS
3.1 Interested service providers are required to submit the following documents to demonstrate their possession of the required personnel, experience, technical and financial capacity necessary for the assignments:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 (or CAC1.1); Business Name is also acceptable.
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2021, 2022 and 2023) valid till 31st December, 2024 or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name;
iii. Evidence of current Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by Bureau of Public Procurement (BPP);
vii. Sworn Affidavit in line with the provision of Part IV, Section 6(f) of PPA 2007 disclosing:
whether or not any officer of the relevant committees of FGNPC or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
viii. Company/firm Audited Accounts for the last three (3) years – 2021, 2022 and 2023 – duly acknowledge by the Federal Inland Revenue Services (FIRS) or stamped by a Registered Auditor;
ix. Reference Letter from a reputable Commercial Bank in Nigeria;
x. Company/firm Profile with the Curriculum Vitae (CVs) of Key professional/technical staff detailing experience and expertise relevant to the assignment, including current contact information (telephone nos., e-mail address) and copies of Academic qualification and Professional certificates;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation/Job Completion Certificates accompanied with full clients contact information for case of verification;
xii. Evidence of firm current registration/accreditation with National Health Insurance Scheme – NHIS (for LOT NC!! only);
xiii. Evidence of firm current registration with Computer Registration Council of Nigeria or National Information Technology Development Agency (NITDA) (for LOT NC18 only);
xiv. Underwriters shall include Valid Operating License from National Insurance Commission (NAICOM);
xv. Underwriters shall include Valid Reinsurance/Treaty cover;
xvi. Underwriters shall include NAICOMs approval for the company’s account for the year 2023;
xvii. Underwriters shall include evidence of Recapitalization from NAICOM.
xviii. Brokers shall include Certified True Copy by NAICOM of company’s Current License as a broker to transact general business within the last twelve (12) months;
xix. Brokers shall include NAICOMs approval for the company’s account for the year 2023;
xx. Brokers shall include evidence of membership of Nigerian Council of Regfistered Insurance Brokers (NCIRB); and
xxi. Brokers shall include evidence of valid professional indemnity;
xxii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The Letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF EOI DOCUMENTS
4.1 Interested Firms are to submit two (2) copies (one original and one copy) Expression of Interest (EOI) documents in A4 paper size and neatly bound. The document should be arranged in the order listed above and clearly separated by dividers. The documents should be submitted in a sealed envelope and addressed to The Managing Director, FGN Power Company Limited (FGNPC), Ground Floor NDPHC Building, Plot 1490, Samuel Ademulegun Avenue, Central Byusiness District, Abuja and clearly marked with the name of the project and the Lot number.
4.2 Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder. Completed documents are to be deposited in the designated Tender Box at the Tender Secretariat, FGN Power Company Limited, Ground Floor NDPHC Building, Plot 1490, Samuel Ademulegun Avenue, Central Business District, Abuja from 8:00am-5:00pm local time Monday to Friday not later than 12:00 noon Monday, 7th April, 2025.
4.3 Please ensure that you sign the Bid Submission Register at the Tender Secretariat, FGN Power Company Limited (FGNPC), Ground Floor NDPHC Building, Plot 1490, Samuel Ademulegun Avenue, Central Business District, Abuja will not be held liable for misplaced or wrongly submitted bids.
4.4 For further enquiries, please contact the Procurement Office, FGN Power Company Limited, Ground Floor NDPHC Building, Plot 1490, Samuel Ademulegun Avenue, Central Business District, Abuja from 8:00am-5:00pm local time Monday to Friday.
5.0 OPENING OF EOI DOCUMENTS
5.1 The EOI documents will be opened immediately after the deadline for submission at 12:00 noon Monday, Monday, 7th 2025 at the Training Room 1, FGN Power Company Limited, Ground Floor NDPHC Building, Plot 1490, Samuel Ademulegun Avenue, Central Business District, Abuja.
6.0 GENERAL INFORMATION
a) FGNPC reserves the right to verify the authenticity of any claims made on the bid documents;
b) Bids must be in English Language and signed by an official authorized by the bidder;
c) Bids submitted after the deadline for submission will be returned un-opened;
d) Bidders are NOT allowed to bid for more than one (1) lot.
e) All costs will be borne solely by the bidders as FGNPC will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
f) No joint venture is allowed.
g) At a later stage, prequalified bidders would be requested to submit the updated copies of their statutory documents (e.g. TCC, PENCOM, ITF, NSITF, BPP, IRR and any other relevant document). Failure to do may lead to disqualification
h) Only pre-qualified bidders would be contacted at a later date for collection of Request for Proposals.
i) Bidders/representatives who choose to attend the EOI opening are free to do so at their own expense.
j) This advert shall not be constructed to be a commitment on the part of FGNPC, nor shall it entitle the bidder to make any claim(s) whatsoever and/or seek any indemnity from FGNPC, by virtue of such bidder having responded to this publication;
k) FGNPC is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act (PPA) 2007.
