INVITATION TO TENDER FOR PROJECTS UNDER THE 2025 CAPITAL PROJECTS
1.0 INTRODUCTION
The Federal Radio Corporation of Nigeria, FRCN, in compliance with the requirements of the Public Procurement Act, 2007, invites interested reputable companies, with relevant experience and expertise, to tender for the following projects:

3.0 ELIGIBILITY CRITERIA
(I) Evidence of registration with the Corporate Affairs Commission (CAC), including Form CAC2 and CAC7
(II) Evidence of Incomes’ Tax Clearance Certificate for the past three years (2022, 2023 & 2024), valid till 31st December, 2025
(III) Evidence of current Pension Compliance Certificate, valid till 31st December, 2025
(IV) Evidence of Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2025
(V) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report, IRR, expiring on 31st December, 2025
(VI) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate, valid till 31st December, 2025
(VII) A Sworn Affidavit, disclosing whether or not, any officer of the relevant committees of Federal Radio Corporation of Nigeria or the Bureau of Public Procurement, is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars. That the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge its responsibility, if engaged.
(VIII) Company’s Audited Accounts for the last three years (2022, 2023 & 2024), duly acknowledged by the Federal Inland Revenue Service (FIRS)
(IX) Reference Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
(X) Verifiable documentary evidence of at least five (5) similar jobs executed in the last five years, including letters of awards, job completion certificates and photographs of the projects
(XI) For supply of equipment, letter of authorization as representative of the Original Equipment Manufacturer is essential
(XII) All documents for submission must be transmitted with a covering/forwarding letter on the company’s letter head, bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), mobile telephone number, e-mail address, names and nationalities of the Directors of the company, duly signed by an authorized officer of the company.
4.0 COLLECTION OF BID DOCUMENTS
Interested companies are to collect bid documents from office of the Secretary, Parastatal Tenders’ Board (2nd Floor, Radio House) upon payment of a non-refundable tender fee of Ten Thousand Naira (N 10,000:00) only, payable to the Federal Radio Corporation of Nigeria (Headquarters), through REMITA platform at any commercial bank in Nigeria. Evidence of such payment is to be presented at the point of collection of the bid documents between 10:00am and 4:00pm, Mondays to Fridays.
5.0 SUBMISSION OF BID DOCUMENTS
Bidders are to submit both technical and financial bids in separate, sealed envelopes, clearly marked “Technical” and “Financial” (STATING DESCRIPTION OF THE PROJECT) on the top right corner. Each envelope, whether technical or financial, must state the name and address of the bidder on the back of the envelope, including contact mobile number. Failure to abide by these regulations may lead to disqualification. Bids are to be submitted on or before 12:00 noon on Monday 23rd June, 2025 to “The Secretary, FRCN Tenders’ Board, Radio House, Garki-Abuja”
6.0 OPENING OF TECHNICAL BIDS
Only technical bids will be opened immediately after the deadline for submission, on Monday 23rd June, 2025 in the presence of bidders or their representatives at the conference room of FRCN, Radio House. This advertisement serves as an invitation to all stakeholders and the general public.
7.0 PLEASE NOTE
(I) All expenses incurred in the preparation and submission of bid shall be borne entirely by the bidder
(II) FRCN reserves the right to verify claims by any bidder
(III) FRCN is not obliged to award contract to the lowest cost bidder
(IV) This advertisement shall not be construed as a commitment on the part of FRCN to contract any company, nor shall it entitle any company submitting documents to claim any indemnity
(V) All submissions must be made in English language
(VI) All submissions must be in the Nigerian currency i.e Naira
(VII) Only pre-qualified bidders at the technical evaluation will be invited at a later date for financial bid opening.
(VIII) FRCN is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007 as amended.
