The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Urban Water Sector Reform and Akure Water Supply and Sanitation Project being implemented in Ondo State Water Corporations and intends to apply part of the agreed amount of this loan to payments under a contract for Environmental and Climate Change Adaptation and Mitigation Support for the Urban Water Sector Reform and Akure Water Supply and Sanitation Project, Ondo State.
The assignment involves mainstreaming climate adaptation and mitigation support into Akure Water Supply and Sanitation Project. It involves study of ODWC Water Treatment facilities, Water Transmission and Distribution systems with the aim of assessing the vulnerability of the entire system and corporation to Climate Change impacts; detailing environmental protection strategies that can be adopted to ensure the sustainability of the intervention. The Scope of the Services will involve the following:
(a) Carry out a climate risk and variability assessment of the project and submit a detailed report;
(b) Produce a Climate Change Model for Owena River (collaborative studies with Federal University of Technology Akure and West African Service Centre on Climate Change);
(c) Development of Climate Adaptation and Mitigation Plan for the ODWC Water Supply Schemes;
(d) Carry out a Water Security Study and submit a detailed report;
(e) Investigate all areas/components of the project (including the civil/construction activities) detailing environmental protection strategies that can be adopted to ensure the sustainability of the intervention;
(f) Identify gaps in terms of climate adaptation and preparedness while proposing strategies to address identified risks. Particularly, the areas of focus will include water security; disaster preparedness (early warning systems and disaster response); climate risk and variability assessment water security and Climate Risk and Variability Assessment;
(g) Train ODWC and SPIU team on Climate Risk Management in the Water Supply and Demand Sectors; Development of a Climate Adaptation Policy for Ondo State Water Corporation; Development of an Environmental and Social Risk Policy for Ondo State Ministry of Water Resources; Environmental sanitation capacity building activities of ministries/agencies, sensitization of residents in building good toilets with septic tanks, and supporting environmental and municipal authorities to ensure that septic tanks built have appropriate design and conform with standards
The Ondo State Water Corporation now invites eligible consulting firms to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (profiles, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Potential consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations October 2015, which is available on the Bank’s website at http://www.afdb.org. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Policy and the procurement plan for the activities.
