INVITATION FOR THE PRE-QUALIFICATION/EXPRESSION OF INTEREST
UNDER THE 2025 CAPITAL YEAR AND CONSTITUENCY PROJECTS

1.0. INTRODUCTION
The Federal College of Animal Health and Production Technology, Moor Plantation, Apata, Ibadan, Oyo State a parastatal under the Federal Ministry of Livestock Development, in keeping its mandate and in compliance with the provisions of the Public Procurement Act, 2007 as amended, intends to implement the College’s 2025 Capital Constituency and Zonal Intervention Projects. The College hereby invites interested, competent and reputable companies with relevant experience with a good track records on related projects for the procurement of under listed.

a. Verifiable Evidence Of Certification issued by the Corporate Affairs Commission (C.A.C) including Memorandum & Articles of Association, Forms CAC 2 and CAC 7 (or CAC 1.1);
b. Evidence of Company’s Income Tax Clearance Certificate for the last (3) years 2022, 2023, 2024 valid till December 31st 2025.
c. Verifiable Evidence of Current PENCOM Certificate valid till December 31st 2025.
d. Verifiable Evidence of Current Industrial Training Fund (ITF) valid till December 31st 2025.
e. Verifiable Evidence of current Certificate (NSITF) valid till December 31st 2025.
f. Verifiable Evidence of Registration on the National Database of Federal Contractors, Consultant and Service Provider by submission of Interim Registration (IRR) expiry on 31st December, 2025 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Federal College of Animal Health and Production Technology, Moor Plantation, Ibadan or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
h. Evidence of Company’s profile with the Curriculum Vitae of Key staff to be deployed for the project including copies of their Academic/Professional Qualifications such as CORREN, QSRBN, ARCON, CORBON etc.
i. Company’s Audited Accounts for the last three (3) years – 2022, 2023, 2024.
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
k. Evidence of at least (3) similar jobs executed in the last (5) years including Letters of Awards, Job Completion Certificate and Photographs of the projects;
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
m. Category C evidence of firms registration with relevant professional body(ies)
n. Training Services: Evidence of firm’s registration with Centre for Management Development (CMD) valid till 31st December, 2025
o. All documents for the submission must be transmitted with a covering/financing letter under the Company/Firms Letterhead Paper bearing amount of orders, the Registration Certificate (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and Email address. THE letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorised officer of the firm.

4.0. SUBMISSION OF EOI AND PRE-QUALIFICATION DOCUMENT
Interested firms are to submit two (2) bound copies of Expression Of Interest (EOI) document separated by dividers and arranged as indicated Above. The document should be submitted in sealed envelope and addressed to the Provost, Federal College of Animal Health and Production Apata Ibadan and clearly marked with the name of the Project and the lot number. Furthermore, the reverse of each sealed envelope should have the name and Address of the bidder and drop in the designated Tender Box at Provost office, Federal College of Animal Health and Production Apata Ibadan not later than 12:00 noon on Wednesday 11th June 2025

5.0. OPENING OF EOI AND PRE-QUALIFICATION DOCUMENT
Opening of Technical bids shall be conducted immediately after the submission deadline at 12:00 noon on Wednesday 11th June at the College Auditorium. Bidders are to present at the opening of documents, which will be attended by officials of private sector professional organisation and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request.

6.0. GENERAL INFORMATION
a. The above listed requirements/information shall form part of the documents/bids evaluation criteria and non-compliance with any of the stated criteria’s shall result in automatic disqualification of the bidder
b. All the documents must be arranged sequentially
c. Documents/EOI must be in English Language and signed by the official Authorized by the bidder.
d. No bidder must bid for more than 1 LOT. The College of Animal Health reserves the right to verify the authenticity of any claims made on the tender documents submitted by the companies.
e. document(s) submitted late shall be returned un-opened;
f. Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)
g. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened;
h. The College is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
i. All the bids page must be serially numbered and signed.
j. Only shortlisted bidders at EOI’s evaluation will be contacted at a later date for collection of tender documents.
