PROVISION OF WASTE MANAGEMENT (DENSE PHASE CUTTINGS CONVEYANCE) SERVICES

1. INTRODUCTION:
Chevron Nigeria Limited (CNL), Operator of the NNPC/CNL Joint Venture, invites interested and prequalified companies for this tender opportunity for Provision of Waste Management Services (Dense Phase Cuttings Conveyance) for 2025 – 2032 Drilling and Completion Program to support Offshore Drilling and Completion Operations.
The contract is proposed to span a period of Five (5) years with a possible optional term of two (2) year duration.
2. SCOPE OF WORK:
Interested bidder must be able to provide the following as required below:
– Bulk Cuttings Transport & Storage Systems (Dense Phase Cuttings Conveyance Systems) to transfer Drilled Cuttings from Shale Shakers into Temporary Storage Tanks (ISO Pumps or equivalent) and final transfer to Skips or ISO Pumps on vessel for shipment to shore for treatment and disposal. Applicant will at all times strictly comply with all NUPRC Environmental Guidelines and Standards for the Petroleum Industry in Nigeria (EGASPIN) Revised Edition 2002 (or Latest Edition) and CNL’s Environmental Policies.
– Auditable Tracking System approved by CNL for all Cuttings and other Drilling Waste throughout Collection and Storage and prior to shipping for processing and disposal. Such data will be provided in a timely manner to CNL and government agencies including, but not limited to, NUPRC and FMENV.
– Detailed list of Equipment to accomplish task.
– Detailed list of Spare Parts for proposed Equipment in-country and/or a written guarantee that Spare Parts not in-country will be available within one (1) Calendar Month of Contract Award.
– Spare Parts and consumables in locations designated by CNL for Joint Venture Operations in Nigeria; such Spare Parts will be maintained within Minimum/Maximum Levels as approved by CNL.
– Proof that Applicant is licensed in Nigeria to import, transport and hold radioactive sources.
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
– Tenderer shall demonstrate that entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
– Tenderer shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
– Provide a project-specific organogram showing Names and Nationalities of all key personnel that will execute the work scope for this service (not limited to Rig site supervisor, Installation Supervisor, Installation Technician, etc.).
– Tenderer shall provide valid Category 1,2,3,4 or 5 for Non-movable Asset (DA) Group NCEC demonstrating ownership of equipment (not limited to Cuttings Blowers, Bulk Tanks, Auger Conveyors, Centrifuges, etc. etc.) to execute the work scope.
– All vessels to be engaged in this project or service must be categorized as Nigerian owned in the NCDMB latest Marine vessel categorization or vessel owner must have Category A NCDMB Marine Vessel Certificate (NCMVC).
– Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to:
i. Complying with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
ii. In line with the NOGICD Act, deduct 1% NCDF for every subcontract (if applicable) to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to Operator.
Non-Compliance with Nigerian Content requirements is a Fatal Flaw.
3. MANDATORY TENDER REQUIREMENTS:
– To be eligible for this tender exercise, interested bidders are required to be pre-qualified and ‘live’ in 3.04.22 (Cutting Injections/ Cutting Disposal Services) category in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category by the advert close date will receive invitations to submit Technical and Commercial Tender (ITT).

– To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS:
Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
5. CLOSING DATE:
Only tenderers who are prequalified and ‘live’ with NJQS Product/Category 3.04.22 (Cutting Injections/ Cutting Disposal Services) category by 16:00 Hours, June 17, 2025 being the advert close date shall be invited to submit technical bid.
Additional Information:
– Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service categories.
– The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
– All costs incurred in preparing and processing NJQS prequalification shall be solely to the bidders’ accounts.
– This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
– The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
– CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
