EXPRESSION OF INTEREST (EOI)
FOR MANUFACTURERS TO RECEIVE TECHNICAL ASSISTANCE TO BUILD LOCAL CAPACITY FOR THE MANUFACTURING OF LONG-LASTING INSECTICIDE-TREATED NETS (LLINs) IN NIGERIA

Background
The Presidential Initiative for Unlocking Healthcare Value Chain (PVAC), in partnership with the National Malaria Elimination Programme (NMEP), is implementing strategic interventions aimed at building resilient local manufacturing capacity for essential health products, including Long-Lasting Insecticide-Treated Nets (LLINs). This Expression of Interest (EOI) is conducted by Access-Centric and Sustainability Foundation (ASF) on behalf of PVAC to call to action manufacturers to participate in a technical assistance programme to accelerate local LLIN production capabilities in Nigeria.
2. Purpose of the EOI
This EOI seeks to identify and engage:
A. Nigerian-based manufacturers with:
• Existing capacity for textile or net production seeking to upgrade or expand into LLIN manufacturing.
• Planned LLIN production facilities, and a willingness to partner with international experts or technical providers.
B. Manufacturers outside Nigeria willing to:
• Provide technical assistance, know-how, or technology transfer to Nigerian firms to support LLIN manufacturing.
• Establish technical partnerships or joint ventures with Nigerian companies for local LLIN production.
Selected entities will be considered for targeted technical support under the PVAC programme, including facilitation of partnerships, access to regulatory support, and possible alignment with national
procurement strategies and incentives.
3. Eligibility Criteria
Interested entities must:
i. (For Nigerian entities) Be registered and compliant with CAC, NAFDAC and SON.
ii. (For foreign entities) Be legally registered in their country of operation.
iii. Demonstrate experience in the manufacturing of LLINs or similar vector control products (e.g., insecticidal fabrics, treated materials).
iv. Commit to collaborate through technical assistance (receiving or providing), technical partnerships, joint ventures, or technology transfer.
v. Demonstrate commitment to meeting WHO product specifications
(https://www.who.int/publications/i/item/9789240018730), WHO PQ-VCT standards, and any local regulatory
requirements.
4. EOI Submission Requirements
All submissions should include:
i. Company Profile including registration status, ownership structure, manufacturing experience, and facility locations.
ii. Summary of Relevant Experience in LLIN production or technical support for health product manufacturing.
iii. Proposed Modality of Engagement, indicating whether the applicant is:
a. A Nigerian manufacturer seeking to upgrade/build capacity;
b. An international manufacturer offering technical assistance;
c. Interested in a joint venture or strategic alliance.
iv. Brief description of LLIN manufacturing technology, company technical capabilities (e.g., coating technologies, quality assurance systems, raw material sourcing, etc.) and operational capacity (facility size, production volume, expansion potential)
v. Regulatory Certifications and Standards already achieved (e.g., WHOPES, WHO PQ, ISO, GMP).
vi. Commitment Letter expressing intent to engage and collaborate under this initiative.
5. Submission Guidelines
i. All EOIs must be submitted in PDF format, not exceeding 10 pages.
ii. Submissions should be sent via email to: info@equitableaccessf.org
iii. Subject line: “EOI – LLIN Manufacturing Nigeria – [Company Name]”
6. Evaluation and Next Steps
EOIs will be reviewed based on relevance, experience, capacity, and alignment with the goals of the PVAC initiative. Selected applicants will be invited to participate in the next phase, which may include technical workshops, matchmaking forums, or deeper due diligence to co-develop support packages.
