1. The Federal Government of Nigeria (FGN) has received financing from the World Bank, European Investment Bank (EIB), and Agence Française de Développement (AFD) toward the cost of the Nigeria Identification for Development (ID4D) Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Project Vehicles to support operations.
2. The Project Implementation Unit of the Nigeria Digital Identification for Development (ID4D), National Identity Management Commission now invites sealed Bids from Front-Line Authorized Dealers for the Procurement of 5 No. Project Vehicles.
3. The Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement and Investment Projects Financing September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested Front-Line Authorized Dealers may obtain further information on the Specifications from the Project Implementation Unit, Nigeria Digital Identification for Development Project, National Identity Management Commission, Tito Temitayo Ejenvi (PIU, Project Coordinator) and David.ihiaibe@nigeriadid4d.org, procurement@nigeriadid4d.org and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of N25,000 (Twenty-Five Thousand Naira only). The method of payment will be through direct payment to the following account details.

NOTE
Kindly instruct your Bank Manager that you want to transfer Funds to ID4D Account Use your Company Account details to Transfer. Send/bring Evidence of Transfer to the Procurement and Account units of ID4D. Any Intending Bidder that encounters difficulty in making payment should reach out to the Project Office Immediately.
6. Bids must be delivered to the address below on or before 12.00 Noon 21st July 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 12.00 Noon, 21st July 2025.
7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
