PROVISION OF THROUGH TUBING SAND CLEAN OUT AND SAND CONTROL SERVICES (JV)

1. INTRODUCTION:
Chevron Nigeria Limited (CNL) Operator of NNPC/CNL Joint venture, invites interested and prequalified service providers for this tender opportunity for the Provision of Through Tubing Sand Clean Out and Sand Control Services (JV), at Company’s operational areas. The Proposed award strategy is multiple contracts of five (5) years term with an option of two (2) years extension.
2. SCOPE OF WORK:
The scope of work includes but is not limited to the following: –
CONTRACTOR shall perform a condition survey (Base line) on drilling unit(s) which will cover the following areas:
Provision of E-line Units, tools and equipment as required for:
– Pulling and Fishing Operations.
– Down-hole Cleaning Operations.
– Milling and Cement Cleaning Operations.
– High angle deployment Operations.
– Other related services.
– Furnish Vent screens with hang-off assemblies for 2 7/8 – 4 1/2” tubing size in straight deviated and horizontal wells.
– Provide TTGP services as directed on ‘Call-Out’ by Company and per the well program.
– Perform all services and provide all equipment and material to satisfactorily complete the services.
– Provide Personnel technically competent and qualified to monitor and manage the equipment and tool inventory and perform the services.
– Provide office support personnel that are required to provide the logistical, planning, laboratory and technical support for the services at Contractor’s costs in the areas of operation and Company’s oil and gas exploration and production support operations in the Federal Republic of Nigeria.
– Maintain a comprehensive inventory of products and equipment required to successfully carry out the services.
– Prepare and submit the necessary detailed technical reports and other documentation as directed by Company.
– Provide Company with all inspection documents and certificates for equipment being sent out to the field location.
– Repair and maintain the materials and equipment furnished at the worksite in good working order for use on a twenty-four (24) hour basis.
– Have a ‘Single Point of Contact in country’ and ‘On-Call’ 24 Hours/Day/7 Days/Week’ in Nigeria. Contractor’s Representative shall communicate with Company’s Drilling/Completion Staff in Lekki and Escravos and shall attend meetings with Company’s staff whenever required.
4. NIGERIAN CONTENT REQUIREMENTS:
Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
a. Tenderer shall demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
b. Tenderer shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
c. Provide a project-specific organogram showing Names and Nationalities of all key personnel to be utilized in the execution of the work scope.
d. Tenderer shall provide evidence of any valid category 1,2,3,4 or 5 Services and Support (SS) group NCEC demonstrating ownership of equipment to be utilized in the execution of the work scope.
e. Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to:
i. Complying with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
ii. In line with the NOGICD Act, deduct 1% NCDF for every subcontract (if applicable) to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to Operator.
Non-Compliance with Nigerian Content requirements is a Fatal Flaw.
3. MANDATORY TENDER REQUIREMENTS:
To be eligible for this tender exercise, interested bidders are required to be pre-qualified and ‘live’ in 3.04.28 (Gravel Packing Services Category) and 3.04.17 (Well Completion Services) in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category by the advert close date will receive an invitation to submit Technical and Commercial Tender (ITT).

– To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.
5. CLOSE DATE:
Only tenderers who are prequalified and ‘live’ with NJQS Product/Category 3.04.28 (Gravel Packing Services Category) and 3.04.17 (Well Completion Services) by 16:00 Hours, July 17, 2025 being the advert close date shall be invited to submit technical bid.
Additional Information:
– Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under these product/service categories.
– The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
– All costs incurred in preparing and processing NJQS prequalification shall be solely in the bidders’ accounts.
– This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
– The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
– CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
