1. INTRODUCTION
The Jos University Teaching Hospital in compliance with the Public Procurement Act (PPA) 2007, is inviting reputable, competent and experienced contractors, vendors and consultants to apply for the under-listed projects appropriated in the 2025 Appropriation Act.

5. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 OR CAC 2 AND CAC 7 OR 2025 Status Report.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2025. TCC must have minimum average turnover as indicated in the advertisement and bill of quantities. Non-compliance would lead to disqualification.
c. Evidence of Pension Clearance Certificate valid till 31st December 2025;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025.
g. Sworn Affidavit, duly signed by the deponent dated within the advertisement period:
– stating whether or not any officer of the relevant committees of Jos University Teaching Hospital or Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director of the company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s unabridged Audited Accounts for immediate past three (3) years – 2022, 2023 & 2024. The seal and registration number of the Auditing firm MUST be on the Audited report;
i. Bank Reference Letter addressed to the Chief Medical Director, JUTH from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed, dated within the advertisement period;
j. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project (Architect, Building Engineer, Quantity Surveyor, Electrical Engineer, Mechanical Engineer for WORKS Only), including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates for completed projects and Photographs of the projects; (For Category ‘A’-WORKS only). Supplies would require only award letters and job completion certificates.
l. List of Plants/Equipment with proof of Ownership or Lease Agreement, (For Category ‘A’-WORKS only)
m. Letter of Authorisation from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria, for bidders bidding Health/Medical Equipment and Machines (For Category ‘B’-GOODS);
n. Medical Outreach Consultancy: The personnel of the company must include evidence as Registered/Licensed Doctors, Medical laboratory Scientist, Nurses and Pharmacists.
o. Construction Consultancy: The personnel of the company must include evidence as Registered/Licensed Building Engineers, Architects, Mechanical Engineers and Quantity Surveyors with a minimum of Six (6) years’ experience.
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and functional e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

All documents/information MUST be arranged and submitted in the strict sequence listed above and paginated, with a table of contents indicating the pages where requested documents can be found, failure to do so would lead to disqualification.

6. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Office of JUTH from 8:00 am to 3:30pm upon presenting an evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) only to the JUTH Treasury Single Account (TSA) through REMITA “Tender Fees” at any reputable Commercial Bank in Nigeria. You are to present the evidence of payment to the Accounts Department of the Hospital and obtain an official receipt indicating name of company and the LOT being bid for. Evidence of payment of the tender fee of Ten Thousand Naira (N10,000.00) to be included in the technical bids. Bidders should ensure they sign the Bid Collection Register.

NOTE: Only bidders for LOT W-1, W-7 and LOT B, are to pay the Tender fee at this stage

7. SUBMISSION OF TENDER DOCUMENTS
A. PREQUALIFICATION/EXPRESSION ON INTEREST (EoI): (LOT W-2 and LOT C)
Prospective bidders are to submit technical/prequalification documents and Expression of Interest (EoI) in two (2) copies (Original and Copy), packaged in a sealed envelope clearly marked at the top right corner of the envelope stating the title of the project e.g. TECHNICAL BID FOR LOT………..and at the reverse side, the name of the company should be boldly written, then addressed to:

The tender documents should be dropped at the designated Tender Box for the Project at the Procurement Department not later than 12:00 noon, Monday, 4th August, 2025. Please ensure you drop bids in the designated tender box at the Procurement Office of JUTH as well as sign the Bid Submission Register before leaving the office as the Hospital would not be responsible for misplaced or wrongly submitted bids. Only shortlisted candidates that were successfully prequalified would be invited to collect financial bid documents.

B. INVITATION TO TENDER: (LOTS W1 & W7 AND LOT B)
Prospective bidders are to submit tender documents in two (2) copies (Original and Copy) each for Technical and Financial Bids, packaged in two separate sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project e.g. TECHNICAL BID FOR LOT:………… and FINANCIAL BID FOR LOT:………… and at the reverse side, the name of the company should be boldly written. Both envelopes shall then be put in a larger envelope clearly marked at the top right corner stating the title of the project bid for and the name of the bidding company, then addressed to:

8. OPENING OF TECHNICAL BIDS
A. PREQUALIFICATION/EXPRESSION OF INTEREST (EoI): (LOT W-2 and LOT C)
Technical/Prequalification documents and Expression of Interests (EoI) for LOT W-2 and LOT C would be opened immediately at the expiration of the advertisement period for the lots at 12:00 noon, on Monday, 4th August, 2025, at the JUTH Seminar Hall “A”, Jos University Teaching Hospital of Plateau State, in the presence of bidders or their representatives, Civil/Professional Society/Organizations and the General Public.

B. INVITATION TO TENDER: (LOTS W1 & W7 AND LOT B)
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 4th August, 2025, at the JUTH Seminar Hall “A”, Jos University Teaching Hospital of Plateau State, in the presence of bidders or their representatives, Civil/Professional Society/Organizations and the General Public, while their financial bids will be kept unopened.

9. GENERAL INFORMATION
a. Bids must be in English language and duly signed by an authorised official of the company or by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots in all three (3) categories, violation would lead to automatic disqualification.
d. All the costs of tendering will be borne by the bidders;
e. This advertisement is specifically for projects under the 2025 Appropriation Act and shall not be construed as a commitment on the part of the Hospital to award any or all the above listed projects;
f. Bidders can submit through Post (Courier Services) but bids must be in the tender box before the deadline for the bid;
g. The Technical Bids will be opened in the presence of general public, Civil Society Organizations (CSOs) and Professional bodies. This advertisement serves as an invitation to all concerned.
h. Only technically qualified (prequalified companies) bidders at the technical evaluation stage would be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders (Disqualified bidders) would be returned un-opened;
i. Due diligence would be followed and all documents submitted might be verified as well as contractor’s offices shall be visited. Any discrepancies found with submitted documents shall result in disqualification.
j. Bidders are strongly required to create a table of content in their technical bids indicating where the requested documents can be easily located and perused.
k. The Hospital also strongly emphasizes that all documents/information MUST be arranged and submitted in the strict sequence listed in 5 (a-p) above, paginated with a table of contents indicating where the requested documents can be found, failure to do so would lead to disqualification.
l. Bidders are especially advised to study, complete Tendering Forms as refusal to fill and duly sign those forms would result to automatic disqualification.
m. The Jos University Teaching Hospital is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
