INVITATION FOR PREQUALIFICATION/ EXPRESSION OF INTEREST (EOI) FOR GOODS, WORKS AND SERVICES

1. INTRODUCTION
The Office of Head of the Civil Service of the Federation (OHCSF) intends to execute some projects as contained in the 2025 Appropriation Act. In compliance with the provisions of the Public Procurement Act, 2007 and other Extant Guidelines for the award of contracts in the Federal Public Service, the OHCSF wishes to invite experienced and competent Consultant(s), Contractors and Suppliers to submit Pre-qualification and Expression of Interest (EoI) documents for the implementation of the following projects:

3. ELIGIBILITY REQUIREMENTS
Interested Companies are to submit the following documents:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 2 and CAC 7;
ii. Evidence of Company’s Tax Clearance Certificate for the last three (3) years (Year 2022, 2023 and 2024) valid till 31st December, 2025.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2025;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by Bureau of Public Procurement (BPP);
vii. Sworn Affidavit disclosing whether or not any Officers of the relevant Committees of the Office of Head of Civil service of the Federation (OHCSF) or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years (2022, 2023 and 2024).
ix. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xi. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail Address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
xii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be accompanied with every eligibility requirement stated above (The MoU shall be explicit of the Lead Company/Partner).
xiii. Verifiable Documentary evidence of at least five (5) similar jobs executed in the last five (5) years, including letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

xiv. Bidders for ALL Lots are required to have an average turnover of N45,000,000.00 (Forty-five Million Naira) in the last 3 years.
xv. Only companies included in the National automotive design and development council’s approved lists of local manufacturers of vehicles should bid for the vehicles.

4. TECHNICAL REQUIREMENTS:
i. Category A:
a. Lots A1 – A2: Evidence of Firms accreditation/registration with Centre for Management Development (CMD).
b. Lots A3 – A5: Evidence of Firms accreditation/registration with National Information Technology Development Agency (NITDA).
ii. Category B:
a. Lots B1 – B6: Evidence of Authorized Partnership Certificates/Evidence of being Original Equipment Manufacturer (OEM) or OEM Representative.
iii. Category C:
a. Lots C1 – C5: Evidence of Firm’s Registration with relevant professional body(ies).
b. Lot C3: Bidder to have an average turnover of N2,000,000,000.00 (Two Billion Naira) in the last 3 years.
c. Lot C5: Bidder to have Evidence of Authorized Partnership Certificates/Evidence of being Original Equipment Manufacturer (OEM) or OEM Representative of Bruynzeel storage systems.

5. METHOD OF SUBMISSION OF EXPRESSION OF INTEREST/TENDER DOCUMENTS:
a. Interested Bidders are to submit soft copies of Expression of Interest or pre-qualification documents. Each eligibility requirement above should be saved as separate files and stored in a flash drive. The flash drive should be submitted in a sealed envelope at the address below and clearly marked with the name of the project and the Lot Number. Furthermore, the reverse of each sealed envelope should have the Name and Address of the bidder and dropped in the designated Tender Box at the Procurement Office on 2nd Floor, Block B, Room RB1-219 Office of the Head of Service Federal Secretariat Phase II not later than 12 noon on Monday, 18th August, 2025.

6. OPENING OF BIDS/EOI
The Expression of Interest/Technical Bids will be opened at 12:00 noon on Monday, 18th August, 2025 at the Atiku Abubakkar Hall: Office of Head of Civil service of the Federation (OHCSF) 1st Floor, Block A, Federal Secretariat Complex, Abuja.
In line with Section 19(b) (i) & (ii) of the PPA 2007, all bidders or their representatives, relevant Professional Bodies and Non-Governmental Organizations (NGOs) are invited to witness the opening exercise accordingly.

7. GENERAL INFORMATION
a) EOI/Bid must be in English Language and signed by an official authorised by the bidder;
b) EOI/Bid submitted after the deadline for submission would be rejected;
c) Bidders shall not bid for more than two (2) Lots;
d) The Publication is for information only, and not to be construed as a commitment or obligation on the part of the Management of OHCSF;
e) Bidders can submit through Post (Courier Services);
f) Goods, works & service: Only prequalified bidders at technical evaluation will be invited at a later date for collection of financial bids / Request for Proposals;
g) The OHCSF will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry;
h) The OHCSF is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007;
i) All CAC, PENCOM, TAX, ITF, NSITF, IRR Certificates and other documents shall be referred to issuing bodies for verification and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary and Non compliance to any of the above instructions will lead to disqualification of bidders.
