INVITATION TO TENDER
1. Tenders are hereby invited from suitably qualified companies to execute the projects listed below:
(A) MINISTRY OF WORKS (HIGHWAYS AND URBAN ROADS)
i. Construction of Okowa Crescent, Off Ughelli/Patani Expressway, Ughelli, Ughelli North Local Government Area.
ii. Reconstruction and Asphalt Overlay of Emu-Obodeti-Abbi-Abraka Road from Emu-Obodeti Junction to Abraka, Ndokwa West and Ethiopia East Local Government Areas.
iii. Construction of Access Roads Leading to the Model Technical College, Obiaruku, Ukwuani Local Government Area.
iv. Construction of Flood Control Measures from Orikeze Avenue Junction through Obi, Enumah and Uromi Roads to the Orogodo River, Ika South Local Government Area.
(B) DELTA STATE CAPITAL TERRITORY DEVELOPMENT AGENCY
i. Completion of the Construction of Olikili Layout Roads, Comprising Mike Arinze Street/Ezeweani Way/Tony Bakassi Street/Trust in God Lane/Emeka Obiokolo Street, with a Spur to Two Closes, Off Ibusa Road, Asaba, Oshimili South Local Government Area.
(C) DIRECTORATE OF RIVERINE INFRASTRUCTURE DEVELOPMENT
i. Construction of Kantu Internal Roads, Warri South-West Local Government Area.
ii. Construction of Ijaghala Internal Roads, Warri South-West Local Government Area.
iii. Construction of Kolokolo/Tisun Road, Warri North Local Government Area.
(D) MINISTRY OF WORKS (RURAL AND RIVERINE ROADS)
i. Construction of Internal Roads in the College of Education, Mosogar, Ethiopia West Local Government Area (Phase I).
ii. Completion of the Construction of Unoghovo Road from Benin Expressway to Ovade, Oghara, Ethiopia West Local Government Area.
iii. Rehabilitation of Bomadi/Gbaregolor Road, Bomadi Local Government Area.
iv. Completion of the Construction of Ituru Road, Elume, Sapele Local Government Area.
v. Construction of Bulu-Angiama Road, Off Ughelli/Patani Expressway Junction, Patani Local Government Area.
(E) MINISTRY OF HEALTH
i. Procurement and Installation of Three Magnetic Resonance Imaging (MRI) Machines (Siemens Magnetom Flow 1.5 Tesla) for Three Hospitals in Delta State, Namely: Asaba Specialist Hospital, Central Hospital Warri and Delta State University Teaching Hospital, Oghara.
2. Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba.
Governor’s Office, Asaba, upon non-refundable payments of the prescribed fee as contained in 3(v) and 3(xiii).
3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificate;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N500,000.00 for project A(i); N1,000,000.00 for projects A(ii), A(iii), B(i), C(i) – C(iii) & D(i) – D(iii); N1,500,000.00 for projects D(iv), D(v) & E(i) and N1,700,000.00 for project A(iv);
vi) Evidence of Professional/Technical Qualifications;
vii) Evidence of financial capability;
viii) Evidence of previous jobs successfully executed;
ix) Evidence of DSIR Card;
x) Evidence of Registration with the DSCHC Memorandum/Articles of Association;
xi) Statutory Returns including Audited Accounts for last 3 years; and
xii) Evidence of payment of N250,000.00 for project A(i) and N500,000.00 for all the other projects in Bank Draft, in favour of State Tenders Board, Asaba for processing of the tender documents.
4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research & Statistics of the Delta State Capital Territory Development Agency; Directorate of Riverine Infrastructure Development; Ministries of Works (Highways and Urban Roads); (Rural and Riverine Roads); and Health for guidance.
5. All Tender documents which should be in two copies each, together with the completed Bills of Engineering Measurement and Evaluation (BEME), should be put in a wax-sealed envelope addressed to:

Asaba.
6. The project title should be clearly marked at the top left hand corner of the envelope.
7. All Tender Documents should be delivered to

Asaba.
8. Tenderers should note that the Board in considering the tenders would not be bound to accept the lowest or any bidder.
9. Late bids after Monday, 18th August, 2025 by 12noon, will be rejected.
10. Tenders will be opened at 10.00a.m, Tuesday, 19th August, 2025 in the presence of Bidders or Bidders’ representatives.
