The Advocacy and Communications function is central to how SOS CV Nigeria drives awareness, fosters systemic change, promotes children and youth participation, and collaborates with stakeholders across sectors. As the organization prepares to scale its impact, a clear, integrated and forward-thinking strategy is required to strengthen its voice, influence and visibility.
OVERVIEW OF PROJECT
In line with the organization’s strategic objectives under the 2025–2029 National Strategy, and in pursuit of stronger visibility, policy influence, and stakeholder engagement, SOS Children’s Villages Nigeria seeks to engage the services of a qualified consultant or agency to lead the development of a comprehensive Advocacy and Communications Strategy. This consultancy will support the organization’s efforts to effectively position itself as a leading voice in child protection, strengthen its advocacy footprint, enhance public awareness, and foster strategic partnerships. The resulting strategy must be tailored, actionable, and aligned with SOS Children’s Villages Nigeria’s mission and long-term priorities, with the aim of increasing national influence, amplifying impact, and mobilizing broader support for its work with vulnerable children, young people, and families.
3. OBJECTIVES OF THE ASSIGNMENT
The overarching goal is to design an Advocacy and Communications Strategy that is actionable, measurable, and aligned with SOS Children’s Villages Nigeria’s mission, vision, and strategic priorities. Specific objectives include:
• Assess existing frameworks, tools, and practices of the Advocacy and Communications units.
• Identify gaps and areas for synergy across internal teams and external actors.
• Develop a comprehensive strategy that includes a clear theory of change, goals, key messages, audiences, channels, partnerships, and risks.
• Establish performance indicators for evaluating advocacy and communications outcomes.
• Integrate innovative tools for storytelling, digital campaigns, media engagement, and youth-led advocacy.
4. SCOPE OF WORK
The Consultant/Agency will work closely with internal stakeholders and conduct consultative processes for the following:
a) Strategy Development
i Review relevant documents (e.g., MA Strategy, previous communication and advocacy plans).
ii Conduct stakeholder mapping and interviews across departments and target states.
iii Facilitate a strategy development workshop with relevant internal teams and external stakeholders.
iv Draft an Advocacy and Communications Strategy document and action plan.
b) Strategy Components
i The strategy must cover the following:
ii Vision, mission, and theory of change
iii Strategic goals and objectives (short, medium, and long-term)
iv Key advocacy and communications themes aligned with SOS Children’s Villages MA Strategy for 2025–2029
v Target audiences and tailored messaging
vi Communication channels (media, digital, events, community engagement)
vii Partnership and stakeholder engagement plan
viii Monitoring, Evaluation, and Learning (MEL) framework
ix Risk analysis and mitigation strategies
x Tools/templates for implementation (editorial calendar, key message matrix, etc.)

iv Strategy Development Workshop (Design, Facilitation & Report)

6. TIMELINE
The expected duration for the assignment is 6 to 8 weeks, starting from the date of contract signing.
7. QUALIFICATIONS AND EXPERIENCE
The successful applicant must demonstrate:
i Proven experience developing advocacy, communications or public affairs strategies for INGOs or development organizations.
ii Strong facilitation and participatory design skills.
iii Experience working in child protection, youth engagement, or social policy contexts.
iv Exceptional writing and analytical capabilities.
v Understanding of Nigeria’s socio-political landscape and media ecosystem.
vi Experience in digital campaigns, media relations, and evidence-based storytelling.
vii Knowledge of the child rights framework and relevant national/international instruments is an advantage.
