REQUEST FOR QUOTATION FOR DEVELOPMENT
OF THE 2025 STATE OF HEALTH REPORT

1. BACKGROUND
The 2014 National Health Act requires our client to present an annual State of Health Report that shows the performance of the national health system on overall health system goals, such as population health, health system responsiveness, financial risk protection, and efficiency. Furthermore, the 2016 National Health Policy requires our client to provide evidence-based achievements in the health sector through routine research and data analysis. Our clients seek to engage a qualified and experienced firm to provide technical assistance for the development of the 2025 State of Health Report.

2. AIM AND SCOPE OF THE 2025 STATE OF HEALTH REPORT
The 2025 State of Health Report is expected to provide a thorough and comprehensive evaluation of Nigeria’s national health system performance in 2025. Across the national and state levels, the report will assess performance broadly, focusing on health outcomes and crucial health system functions such as service availability and accessibility, resource generation, financing, and stewardship. Acknowledging that health system performance is affected by the political economy of the health sector, the interests and roles of key stakeholders, current and emerging policies, sociocultural peculiarities, and the social and economic determinants of health (some of which are beyond the health sector), it is anticipated that the 2025 State of Health Report will:
i. Identify key policy and operational changes in the health sector at the national and subnational levels.
ii. Report on population health outcomes at national and subnational levels using specific indicators drawn from verifiable data sources including but not limited to DHIS2, independent surveys and facility assessments.
iii. Rank the states based on their performance across a set of indicators. The index for ranking the states will use proxy indicators where applicable and consider parameters such as performance on specific indicators, including health insurance coverage, government budgetary allocation for health, functionality of the primary healthcare system rate of reporting on the DHIS2 platform, and PHC health workforce to population ratio.
iv. Report on key healthcare financing indicators at national and subnational levels, including budgetary allocation for health as well as the uptake and utilization of funds.
v. Report on Nigerians’ views about the national health system, particularly focusing on parameters such as access to healthcare services, quality of care, responsiveness, and financial protection.

3. EXPECTED DATA SOURCES
The 2025 State of Health Report will assess the performance of the health system at national and sub-national levels using credible data from verifiable sources which include, but are not limited to:
a) Quarterly reports on activities and performance from states, with a focus on a set of specified indicators.
b) Quarterly reports on activities and performance from departments, agencies, and parastatals.
c) Expenditure and disbursement reports from donors, international NGOs, and development partners.
d) Specific indicators from the National Health Management Information System (such as the DHIS2 reports) and other routine national and state health data sources.
e) Secondary analysis of recent surveys and other relevant data sources.

4. DESIRED CHARACTERISTICS OF SUPPORTING FIRM/ORGANISATION
The firm to be engaged is expected to have the following characteristics:
(i) The ability to collaborate with the client to design a performance assessment strategy, conduct the assessment, and co-develop the 2025 State of Health Report.
(ii) The ability to support in collating and analyzing facility assessment reports and quarterly reports from the states, departments, and agencies under the client.
(iii) The ability to support the SCO Monitoring and Evaluation Division and the Technical Group (M&E TG) to identify key indicators to be tracked, design proxy indicators where necessary, and develop an index for assessing the performance of states.
(iv) Previous experience in conducting evaluations for the public sector or similar organizations with evidence of published reports.
(v) A good understanding of the Nigerian health system and the ability to engage with key stakeholders at the national and subnational levels.
(vi) The ability to communicate technical concepts to a non-technical audience is desirable.
(vii) A strong technical team with a sound understanding of health systems and expertise in health system performance assessment.
(viii) The ability to work collaboratively with multiple stakeholders to support the taskforce for the Joint Annual Review (JAR) with needed data and develop the JAR book.

5. KEY DELIVERABLES AND EXPECTED TIMELINES
The main output expected is a finalized comprehensive 2025 State of Health Report co-produced with the SCO. The report is expected to be finalized and submitted to the SCO no later than the 31st of December 2025. An adjunct deliverable for the project is the support of the Joint Annual Review (JAR) Taskforce with relevant data and collaboration with key stakeholders to develop a JAR Book.

Below is the breakdown of the expected deliverables and timelines.

6.0 FEES AND PAYMENT TERMS
The consultancy fees will be agreed upon and specified in the contract. Payment will be made in tranches linked to key deliverables as follows:
$30% upon submission and approval of the inception report.
$40% upon delivery of the draft report.
$30% upon submission and approval of the final report.

Requirements:
Bidders must meet the following criteria to be considered:
• Be a legally registered entity in Nigeria with the Corporate Affairs Commission (CAC).
• Provide a valid Tax Clearance Certificate.
• Demonstrate a minimum of five (5) years of proven experience.
• Provide a portfolio of at least three (3) similar projects undertaken.
• Provide the audited financial accounts.
