REQUEST FOR EXPRESSION OF INTEREST (EOI) AND
INVITATION FOR PRE-QUALIFICATION
1. INTRODUCTION
1.1. The code of conduct Tribunal is saddled with the responsibility of adjudicating on matters of bench of code of conduct of public officers. While ensuring speed dispensation of justice and proper court records as a competent superior court of recode, the Tribunal needs to digitalizes operations and enhance its case law research system for more effectiveness and efficiency.
1.2. Experienced and competent contractors/suppliers are hereby invited to submit pre-qualification for the various Work/Supply listed below:

CATEGORY A: WORKS AND GOODS
Lot 1: Purchase of Operational / Utility Vehicles
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC. 1 or CAC2 and CAC7. Business Name with form BNI is also acceptable for Consultancy Services.
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2025.
c. Evidence of Pension Clearance certificate valid 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above)
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid 31st December, 2025
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring on 31sthh December, 2025; or valid certificate issued by BPP.
g. Swon Affidavit
Disclosing whether or not any officer of the relevant committees of the Code of Conduct Tribunal or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
That no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition or proceeding
h. Company’s Audited Accounts for the last three (3) years 2022, 2023 & 2024
i. Reference letter from a reputable Commercial Bank Indicating willingness to provide credit facility for the execution of the project when needed.
Company’s Profile with the Curriculum Vital of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as, COREN, QSRBN, ARCON, CORBON etc.
k. Verifiable document evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Award, Valuation Certificates, Job Completion Certificate and photocopies of the project.
l. Work: List of Plant/Equipment with proof of Ownership/Lease Agreement.
m. Only companies included in the National Automotive Design and Development Council’s approved list of local manufactures of vehicles or their authorised representatives should bid for the Vehicle.
n. Category B: Evidence of current registration/Accreditation with computer Professional Registration Council of Nigeria and National Information Technology Development Agency (NITDA):
4. SUBMISSION OF EOI & PRE-QUALIFICATION DOCUMENT
Prospective bidders should submit 2 hard copies of EOI in a packaged and sealed envelope and addressed to the Hon. Chairman, Code of Conduct Tribunal. Furthermore, the reverse of each sealed envelop should bear the name and Address of the bidder and drop in a Tender’s BOX at the Litigation pool office not later than 12:00 noon Friday, September, 2025.
5. OPENING OF EOI & PRE-QUALIFICATION DOCUMENT
The pre-qualification documents and the EOI will be opened immediately after the deadline for submission at 12:00 Friday, 26th September, 2025 in the pool office of the Litigation Department in the presence of bidders or their representatives. Please ensure that you sign the bid submission Register in the Secretary, Tender’s Board, Tender Board Secretariat, Code of Conduct Tribunal Abuja. 6. GENERAL INFORMATION
i. EOIs/Bids must be in English Language and signed by an official authorised by the bidder
ii. EOIs/Bids submitted after the deadline for submission would be returned un-opened.
iii. All cost will be borne by the bidders
iv. The EIOs/Technical bids Opening will be opened in the presence of Bidders or their representatives, Professional Body representative and Civil Society Organisation Representative.
v. The Code of Conduct Tribunal is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act. 2007.
