The Government of Niger State has received a credit financing from the Islamic Development Bank (IsDB) toward the cost of the Niger State Ministry of Works and Infrastructural Development, and intends to apply part of the proceeds for consulting services.

The main objective is to empower farmers and MSMEs along the Minna–Bida corridor through training, business development, and institutional strengthening. Specific objectives include:
a. Identify capacity gaps among farmers and MSMEs in the project area.
b. Develop and implement training programs to enhance agricultural productivity, entrepreneurship, and business resilience.
c. Strengthen the monitoring and evaluation (M&E) capacity of Gender and Youth Units.
d. Promote inclusive participation of women and youth in economic activities.

SCOPE OF SERVICE
The Consultant shall undertake the following:
A. Baseline Assessment
a. Conduct a comprehensive needs assessment across communities along the Minna–Bida Road.
b. Map active farmer groups, MSMEs, cooperatives, and relevant local institutions.
c. Analyze gender and youth participation levels and access to resources.

B. Empowerment & Capacity Building for Farmers and MSMEs
a. Design and deliver modular training in:
b. Climate-smart agriculture and agro-processing.
c. Business development services, financial literacy, and market access.
d. Digital tools for agriculture and MSME operations.
e. Facilitate linkages with off-takers, financial institutions, and extension services.
f. Support business planning, access to grants/credit, and value chain integration.

C. Institutional Strengthening for Gender and Youth Units
a. Assess current capacity and operational effectiveness of Gender and Youth Units.
• Gender and youth-responsive M&E.
• Data collection, impact tracking, and reporting systems.
• Program design and community engagement.
c. Develop or upgrade M&E tools and templates tailored for gender and youth inclusion.
d. Provide coaching and mentorship support to focal officers.

DURATION OF SERVICE
The consultancy services will be required for Three (3) months and expected to commence in November, 2025

Niger State Ministry of Works and Infrastructural Development through the project management Unit (PMU) now invite eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting
criteria are:
• The firm must demonstrate verifiable evidence of experience in conducting empowerment and capacity building within the last 10 years.
• Demonstration of effective organizational/ managerial structure and availability of suitably experience key personnel relevant to the assignment.
• Demonstration of firms professional and or legal status,
• Demonstration of at least three similar and related assignments carried out in the last five years – demonstration of two (2) such assignments carried out in Donor funded projects like IsDB, WB, AfDB etc will be added advantage.
• Demonstrate current membership of professional association/s.

Key Experts will not be evaluated at the Shortlisting Stage, however, the firm must ensure demonstrate availability of key professionals for the assignment with their resumes, key qualifications, General and specific experience, etc.

The attention of interested Consultants is drawn to Paragraphs, 1.23. and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”) (April, 2019 edition) revised in February, 2023, setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected through National Shortlist in accordance with the Quality and Cost Based Selection method (QCBS) Shortlist of National Firms set out in the Procurement Regulations.
