TENDER NOTICE
CONTRACT TITLE:
SUPPLY OF WASH AND PROTECTION NON-FOOD ITEMS (NFIS) IN SOKOTO STATE, NORTHWEST, NIGERIA.
COOPI – Cooperazione Internazionale has received a grant from BHA for the implementation of an operation called: “Integrated emergency response to the displaced population in Zamfara, Sokoto and Katsina States, NW Nigeria” and intends to apply a portion of that grant for the Supply of Non-Food Items (NFIs) in Sokoto State, Nigeria under this grant. Under no circumstances or for no reason whatsoever will the Donor entertain any request for indemnity or payment directly submitted by the COOPI’s contractors.

3. Contracting authority
COOPI – Cooperazione Internazionale is an Italian Non-Governmental Organization founded in Milan in 1965. COOPI is present in Nigeria since 2014, implementing humanitarian projects.
4. Description of the contract
Supply of Non-Food Items (NFIs) in Sokoto State, Nigeria, with the following specifications:
• Lot 1: Supply of Baby WASH
• Lot 2: Supply of Children Kits
• Lot 3: Supply of GBV Dignity Kits
• Lot 4: Supply of Hygiene Kits
• Lot 5: Supply of Risk Reduction Materials
• Lot 6: Supply of Emergency Kits
• Lot 7: Supply of WASH Menstrual Hygiene Management Kits
5. Exclusion Clauses
The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases:
a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters
b) They have been convicted of an offence concerning their professional conduct by a judgement that has the force of res judicata;
c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;
d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
e) They have been the subject of a judgement that has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity;
f) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Candidates or tenderers must certify by any relevant means that they are not in one of the situations listed above.
6. Selection and award criteria
The tender committee will not necessarily choose on the basis of lowest price alone but will award the contract on the basis of value for money, price, quality, compliance with international norms. The experience of the tenderer in the performance of similar contracts with COOPI or other INGO within Sokoto State will be as well a criterion for selection.

8. Deadline for submission of tenders
The deadline for submission of tenders is 26 January 2026 at 17:00 (Nigerian time).
Any tender received after this deadline will not be considered.
Tender will be opened on the 27th of January 2026 at 14:00hr Nigerian time at COOPI Office – Abuja.
