The Federal Government of Nigeria (FGN) has received a loan from the Islamic Development Bank (IsDB) toward the cost for the Abia State Integrated Infrastructure Development Project (ABSIIDP) and intends to apply part of the proceeds for Consultancy Services.
The assignment includes Audit services for Abia State Integrated Infrastructure Development Project (ABSIIDP) The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below:
The Abia State Ministry of Works now invites accredited & eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform Audit services. The shortlisting criteria are :
1. Consultants registration certificate (brochures and company profile)
2. At least 5 years of General Experience of consulting firm in the field of required specialty
3. Description of at least three similar assignments with evidence of award (letter of award and/or contract agreement)
4. Availability of appropriate skills among staff. (Audit Manager, Audit Supervisor, Audit Senior, Technical Audit Senior, Procurement Auditor)
5. Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification.
Key Experts will not be evaluated at the shortlisting stage however their CVs can be presented.
The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Least Cost Selection [LCS] method set out in the Procurement Guidelines.
