1.0 INTRODUCTION
1.1 The National Centre for Agricultural Mechanization (NCAM) is a Research Institute under the Agricultural Research Council of Nigeria (ARCN) of the Federal Ministry of Agriculture and Food Security (FMAFS) with the overall mandate to mechanize Nigerian Agriculture through innovative research that will lead to the development of simple and low-cost technologies for removing drudgery in farming and processing of agricultural produce, thereby improving food security.
1.2 The Centre hereby invites interested reputable and competent Contractors/Suppliers and Consultant/Service Providers with relevant experience and good track records to tender for the following projects:

3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible to participate in these procurements:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2022, 2023 and 2024) valid till 31st December, 2025; with Minimum Average Turnover for each project as specified in the Bidding Document;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by the BPP;
g. Sworn Affidavit disclosing whether or not any officer of relevant committees of National Centre for Agricultural Mechanization or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years 2022, 2023, 2024;
i. Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photograph of the projects;
l. For Works: List of Plants/Equipment with Proof of Ownership/Lease Agreement;
m. For Lots (G01, G02, G06, G07, G10, G11, G13 & G15): Only Companies included in the National Automotive design and Development Council’s approved list of Local Manufacturers of Vehicles or their Authorized Representatives should bid for the procurement of Vehicles;
n. For Lot G09: Evidence of National Information Technology Development Agency (NITDA)/Computer Professional Registration Council of Nigeria (CPN) Certification;
o. Lot G12: For Payment of Grant: Evidence of CBN’s current Payment Solution Service Provider Licence;
p. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
q. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Procurement Officer, Administrative Building, National Centre for Agricultural Mechanization (NCAM), Ilorin on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Centre for Agricultural Mechanization (NCAM’s) Remita Account in any reputable Commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in two sealed envelopes and clearly marked as “Technical Bid or Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

Ilorin, Kwara State.
The envelopes should be clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder. The envelope should be dropped in the designated ‘Tender Box’ at the Procurement Office, NCAM Administrative Building not later than 12:00 noon, Monday, February 2nd, 2026.

6. OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, February 2nd, 2026 at the NCAM Ultra-Modern Training Centre (Glass House) of the National Centre for Agricultural Mechanization (NCAM), Ilorin, while the Financial Bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Procurement Officer, Administrative Building, National Centre for Agricultural Mechanization (NCAM), Ilorin. Please note that the National Centre for Agricultural Mechanization will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an Official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Bidder should not bid for more than two (2) Lots;
d. All costs will be borne by the bidders;
e. Only the Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies;
f. Only pre-qualified bidders at technical evaluation will be invited at a later date for Financial Bids opening, while the Financial Bids of un-successful Bidders will be returned un-opened;
g. Tendering with false documents is an offense, which will lead to disqualification and prosecution;
h. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services); while Bids submitted after the deadline for submission would be returned un-opened; and
i. The National Centre for Agricultural Mechanization (NCAM) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
