INVITATION TO TENDER FOR THE PROCUREMENT/SUPPLY OF NON-SENSITIVE MATERIALS FOR THE CONDUCT OF YEAR 2026 LOCAL GOVERNMENT COUNCIL ELECTIONS IN EDO STATE
1.0 INTRODUCTION
The Edo State Government has approved the commencement of the Procurement process for Non-Sensitive Materials for the conduct of Local Government Council Election scheduled for the month of July 2026, from the Approved Budget aiming to procure the items in a more competitive and transparent manner. To this end, the Edo State Independent Electoral Commission (EDSIEC) hereby invites sealed bids from eligible bidders to bid for the supply of the electoral materials. The electoral items to be procured and its quantity is attached to the bidding document which can be obtained at the Procurement Office of the Commission.
2.0 BIDDING PROCESS
Bidding is being conducted through the National Competitive Bidding as specified in section 35 of the Edo State Public Procurement Law 2020 and its open to all eligible bidders. Bidding documents which contains detailed information, Bill for quotation and other Specifications may be obtained at the Procurement Department, Edo State Independent Electoral Commission (EDSIEC), Plot 116, Oko-Ogba Road, Benin City between the hours of 9.00am and 3.00pm from Mondays to Fridays except on public holiday upon payment of a non-refundable fee of N50,000 (Fifty Thousand Naira) payable to Edo State Government (IGR Account). All bids are to be accompanied bid security equivalent to 2% of bid price in bank guarantee or insurance bond acceptable to the Procurement Office of the Commission. The Bond shall be payable to Edo State Independent Electoral Commission (EDSIEC). Interested bidders may obtain further information at the same office.
3.0 Eligibility Criteria
Vendors interested in bidding as specified above must possess the following criteria
i. Certificate of incorporation with Cooperate Affairs Commission () including form CAC 07;
ii. Evidence of registration with Edo State Public Procurement Agency (EDPPA) in the relevant categories;
iii. Provision of 2% bid security in the form of bank guarantee or insurance bond acceptable to the Procurement Office of the Commission and shall be valid for a period of 60 days.
4.0 Evaluation Criteria
The Technical Criteria for evaluation is as indicated in the Bid Data Sheet and/or in the Technical Specifications in the Bid Document.
5.0 SUMMARY OF OTHER REQUIREMENTS FOR ELIGIBILITY DURING BID OPENING
i. Two copies of quotations/documents made up of one original and one photo copy put together in one big envelope must be submitted
ii. Document must be properly signed by the authority representing the company
5.0 Submission of Bids Document
All Bid Documents are to be registered and submitted at the Procurement Office of the Edo State Independent Electoral Commission (EDSIEC), Plot 116, Oko-Ogba Road, Benin City latest 11:00am, 17th March, 2026
6.0 BID OPENING:
Bids shall be opened immediately after the close of submission at 11:00am, 17th March, 2026 at the Hall of the Commission. Bidders or their representatives as well as CSOs and others who wish to attend the bid opening are invited to witness the bid opening session.
