INVITATION FOR PREQUALIFICATION AND TENDER FOR 2026 TETFUND ANNUAL& 2026 TETFUND ZONAL INTERVENTIONS PROJECTS
A. INTRODUCTION:
The Delta State College of Education, Mosogar in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the College intends to undertake the Procurement of Goods and Services for the implementation of Year 2026 TETFUND ANNUAL INTERVENTION AND 2026 TETFUND ZONAL INTERVENTION PROJECTS, following the allocation of funds. Competent and experience Contractors/Firms with tract record of prompt delivery of similar projects are hereby invited to submit bids for the projects mentioned below.
B. SCOPE OF WORKS:
LOT 1: 2026 TETFUND ANNUAL INTERVENTION PROJECT: Construction and furnishing of the School of Sports Education (1nr Suspended Floor) Comprising 4nr Lecture halls, 25nr Ensuit Offices, 3nr stair ways, including external works and furniture in the offices and lecture halls.
LOT 2: 2026 TETFUND ZONAL INTERVENTION PROJECT: Supply and Installation of Office Equipment, Computer Systems & Computer Desk/ Computer workstations
C. ELIGIBILITY REQUIREMENTS:
1.Corporate Affairs Commission (CAC) Registration.
2.Valid Tax Clearance Certificate
3.Evidence of Compliance with Pension Fund- PENCOM
4.Evidence of Compliance with ITF Contribution
5.Evidence of Compliance with the National Social Insurance Trust Fund (NSITF)
6.Evidence of Registration on the National Database of Contractors, Consultants, and Service Providers by BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirement.
7.Valid Sworn Affidavits
8.Form C.O.2 & Annual Returns
9.Reference Letter from the Bank
10.Professional/Supportive Staff
11.Past & Current Projects Executed
12.Last 3 years Remitted Account
D. COLLECTION OF TENDER DOCUMENTS
Bidders are to obtained tender documents from the office of the Registrar, Delta State College of Education, Mosogar from on Monday, 27th April, 2026 after the payment of a non-refundable tender fee of Twenty thousand Naira (#20,000) only payable to Delta State College of Education, Mosogar in bank draft. A copy of payment receipt must also be attached to the financial bid documents.
E. SUBMISSION OF TENDER DOCUMENTS
Prospects bidders are to submit bids in hard copies both the Technical and Financial bids packaged in separate envelopes and clearly marked as Technical Bid of Financial Bid, Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to “The Registrar, Delta state College of Education, Mosogar and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12 noon on Monday, 25th, May, 2026 at the Registrar Office, Delta State College of Education, Mosogar.
F. OPENING OF TENDER DOCUMENT
The submitted bids will be opened immediately after the deadline for submission at 12 noon on Monday, 25th, May, 2026 in the presence of bidders or their representative. Please, ensure you signed the bid submission register as Delta State College of Education, Mosogar will not be held liable for misplaced or wrongly submitted bids.
The College is not bound to shortlist any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007 (as amended).
