INVITATION TO TENDER
1. INTRODUCTION
The Abdu Gusau Polytechnic Talata Mafara, Zamfara State in compliance with requirements of the Public Procurement Act, 2007, intends to execute a project under Year 2024/2025/2026 (MERGED) TETFund Intervention for library development, ICT, and 2026 annual projects.
Interested, experienced and competent contractors with proven track records of accomplishment are therefore invited to submit bids for the execution of the Project.
2. SCOPE OF SERVICES
The projects are as follows:
LOT 1- Procurement and Installation, testing of a polar cutting machine, photocopiers, library equipment, lamination machines, procurement of assorted books and journals for the Institution.
LOT 2- Construction of school of health sciences
LOT 3- Procurement of assorted equipment for health sciences
LOT 4- Procurement of tools and equipment for skills development (IBS)
LOT 5- Renovation and maintenance of Skill G laboratory
LOT 6- Procurement of ICT equipment and installation
LOT 7- Procurement of assorted books, solar and career development training
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7;
b. Evidence of Company’s Current Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2025;
c. Evidence of current Pension Compliance Certificate valid till 31/12/2025;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31/12/2025;
e. Evidence of current Nigeria Social Insurance Training Fund (NSITF) Compliance Certificate valid till 31/12/2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid certificate issued by BPP
g. A sworn affidavit that none of the officers of the relevant committees of Abdu Gusau Polytechnic Talata Mafara or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Account for the last three (3) years;
i. Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria.
j. Company Profile with curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications;
k. Verifiable documentary evidence of at least three (3) similar jobs executed.
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate IRR & Sworn Affidavit are compulsory for each JV partner)
m. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter headed paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC). Contact address. The Company’s Letter headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF BIDDING DOCUMENTS
Prospective bidders are to collect the Standard Bidding Documents (SBD) from the polytechnic Bursary Department in the Central Admin Building, Abdu Gusau Polytechnic Talata Mafara, P.M.B 1021 from the date of this publication between the hours of 8:00am to 4:00pm on weekdays. Evidence of payment of N10,000.00 non-refundable fee for the lot should be made through Remita platform to Abdu Gusau Polytechnic Talata Mafara at any commercial bank in Nigeria and must be presented in the Bursary Department before collection of tender documents.
5. SUBMISSION OF TENDER DOCUMENTS
Interested firms are to submit two (2) bound bids document (Technical & Financial) separated by dividers and arrange as indicated in sealed separate envelopes. Then, the two envelopes would now be inserted into a larger envelop and addressed to the Rector Abdu Gusau Polytechnic Talata Mafara, 3rd floor, in the Central Admin Building, Abdu Gusau Polytechnic Talata Mafara, P.M.B 1021 Zamfara State.
Furthermore, the reverse of the sealed envelope should bear the Name and Address of the bidder and drop in the designated Tender Box, at the polytechnic conference room in the Central Admin Building, Abdu Gusau Polytechnic Talata Mafara, P.M.B 1021 not later than 12:00 noon, Monday 18th May, 2026.
6. OPENING OF TENDER DOCUMENT
The tender document will be opened immediately after the deadline for submission at 12:00 noon, Tuesday 18th May, 2026; at the polytechnic conference room in the Central Admin Building, Abdu Gusau Polytechnic Talata Mafara, P.M.B 1021 Zamfara state, in the presence of bidders or their representatives and all the stakeholders. Please, ensure that you sign the bid submission register in the Registrar’s office as the polytechnic will not be liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
a. Bid document(s) must be in English Language and signed by an official authorized by the bidder;
b. Bid document(s) submitted after deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. Abdu Gusau Polytechnic Talata Mafara is not bound to shortlist any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, (PPA) 2007.
e. Delivery of bid by courier shall not be accepted.
