1.0 INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCo), operator of Oil Mining Lease 118 (OML 118) on behalf of itself and its co-venturers consisting of Esso Exploration and Production Nigeria Limited and Nigerian Agip Exploration Company Limited under a Production Sharing Contract (PSC) with the Nigerian National Petroleum Company Limited (NNPC), hereby announces to interested and prequalified companies an upcoming tendering opportunity for the Supply of Automotive Gas Oil (AGO) and Premium Motor Spirit (PMS) for SNEPCo operations.

SNEPCo hereby invites reputable and competent Nigerian companies, who are duly registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), with proven experience and capability in the supply of AGO and PMS, to express interest in being considered for inclusion on the bid list for this tender.

Successful bidder(s) will be required to demonstrate full compliance with the Shell Health, Safety, Security, Environment (HSSE) and Social Performance (SP) Control Framework on Waste, as well as all applicable local and international regulatory requirements.

The proposed contract is expected to commence provisionally in Q1 2027, for an initial duration of five (5) years, with an optional extension period of two (2) years, subject to performance and operational requirements.

2.0 SCOPE OF WORK/SERVICE REQUIREMENTS
The proposed contract is scoped to cover the following activities:
• Trucking: Supply of petroleum product PMS and AGO to SNEPCo’s, offices, residences in Lagos, Port Harcourt and Abuja locations.
• Marine or Ship-to-Ship (STS) Delivery: Supply of petroleum product (AGO) directly to SNEPCo offshore locations
• Stocking: Procure and stock AGO in contractor’s own storage facility (minimum of five (5) million litres storage each) at Onne and Ladol on company behalf.

3.0 MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in Product Category List: 2.07.02 (Petroleum Products-Gas, oils and Fuels)
i. Only successfully pre-qualified suppliers in these categories will receive Invitation to Technical and Commercial Tender (ITT).
ii. To determine if you are pre-qualified and view the product/service category you are listed for: visit https://vms.nipex.org/login and access NJQS with your log in details. Click on ‘Subscription’ tab on the left hand side of the dashboard to view your status and, click “Product Code” tab to view registered product codes.
iii. If your company is not listed in a product/service category but registered with NUPRC to do business, contact NipeX office at Post Square Towers, 1, 3 Ologun Agbaje Street Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your company’s NUPRC certificate as evidence for necessary update.

v. To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

4.0 NIGERIAN CONTENT REQUIREMENTS
i. To be eligible to participate in this tender, Tenderers must provide evidence of registration on the NCDMB NOGIC JQS.
ii. Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
iii. Tenderer shall provide evidence of Category DA NCEC for Petroleum products supply, haulage, storage, logistics etc and related services NCEC demonstrating capacity to deploy equipment in executing the work scope
iv. Provide evidence of what percentage of your Company’s key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
v. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s) at tenderer’s cost demonstrating presence in Nigeria for the execution of the work scope.
vi. The bidders shall comply and execute the contracts in compliance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) and all applicable laws and regulations especially HCD implementation at bidder’s cost.

NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.

5.0 CLOSING DATE
Only Tenderers listed in NJQS Product Category List – 2.07.02 (Petroleum Products-Gas, oils and Fuels) as of 16:00hrs, 9th June 2026 (advert close date) will be invited to submit technical and commercial bids.

6.0 ADDITIONAL INFORMATION
• Bidders shall receive and submit both Technical and Commercial ITT together.
• Only Bidders successful at the technical evaluation stage will have their commercial bids opened.
• All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
• This advertisement shall neither be construed as any form of commitment on the part of SNEPCo to award any contract to any company and or associated companies, sub-contractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SNEPCo and or any of its partners by virtue of such companies having been prequalified in NJQS.
• SNEPCo will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
