INVITATION FOR PRE-QUALIFICATION FOR THE YEAR 2026 PROJECTS
1.0 PREAMBLE:
The Borno State Government through the Ministry of Education, Science, Technology and Innovation in compliance with Borno State Public Procurement law 2019 hereby invite competent /qualified contractors to submit technical bids for execution of the under listed projects under year 2026 projects. The Bidding will be conducted in accordance with the National Competitive Bidding method and is open to all bidders.
2.0 SCOPE OF WORKS
(1.) 36-Classrooms 2-Storey Junior and Senior Secondary School, Moduganari Lot 1
(2.) 36-Classrooms 2-Storey Primary School, Muna Kumburi Lot 2
(3.) 36-Classroom 2-Storey, Yerwa Practicing, Maiduguri Lot 3
(4.) 36-Classrooms 2-Storey Primary School, Abbaganaram Lot 4
(5.) 36-Classrooms 2-Storey Primary School, Biu Lot 5
(6) 36-Classrooms 2-Storey Primary School, Gwoza Lots 6
(7) 36-Classrooms 2-Storey Primary School, Mallumfatori Lot 7
(8) 36-Classrooms 2-Storey Secondary School, Mallumfatori Lot 8
3.0 PRE-QUALIFICATION REQUIREMENTS
To be qualified for tender, the following documents should be submitted.
i. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Article of Association, (Form CAC 02 & CAC 07).
ii. Evidence of Current Tax Clearance Certificate for the past three years
iii. Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees.
iv. Evidence of Current Pension Compliance Certificate (2026)
v. Evidence of Current Industrial Training Fund (ITF) Certificate (2026)
vi. Evidence of Current from Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate (2026)
vii. Evidence of Sworn Affidavit disclosing whether any officer of the relevant committees of Ministry of Education, Science, Technology and Innovation, Maiduguri or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Evidence of List of plants/equipment with proof of ownership/lease
ix. Verifiable documentary of at least there (3) similar jobs in the last five (5) years including letter of awards, valuation certificates and job completion certificates
x. Company profile with Curriculum Vitae (CV) of staff to be deployed for the Project in including copies of professional qualifications.
xi. Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows;
a) That the company is not in receivership
b) Compliance with Public Procurement Law, 2019.
c) That the Director(s) has/have never been convicted by any court of law
d) That the Company has not been debarred by any Government Agency
NB.
There is a waiver for item v, vi &vii for domestic tenderers (Borno State Indigenous Contractors)
4.0 GENERAL INFORMATION
All enquiries regarding the advertisement should be directed to the Director Planning, Research and Statistic, Ministry of Education, Science, Technology and Innovation, Maiduguri between 10.00am and 4.00pm Monday to Friday.
5.0 SUBMISSION OF DOCUMENTS
All submissions for each LOT should be in duplicate copies in a Wax sealed Envelope and Identified with the project reference and lot number at the top left-hand corner and marked “PRE-QUALIFICATION FOR TENDER” which should be submitted on or before 12noon of Tuesday 28th July 2026.
Pre-qualification documents will be publicly opened on the bid opening date at the dateline (12noon of Tuesday 28th July 2026) and only pre-qualified companies will be eligible for financial bidding
6.0 Note:-
a) Tenders submitted after dateline of submission will be rejected.
b) Borno State Ministry of Education, Science, Technology and Innovation is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 of the Borno State Public Procurement Law, 2019.
c) Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
d) The Financial bid of only an eligible candidate that met the pre-qualification requirement of the Ministry would be considered
