INVITATION FOR PREQUALIFICATION/EXPRESSION OF INTEREST FOR UNIVERSITY OF JOS PROJECTS UNDER THE YEAR 2026 TETFUND ANNUAL INTERVENTION, YEAR 2021 AND 2025 NEEDS ASSESSMENT INTERVENTION FUNDS, AND YEAR 2026 UNIVERSITY OF JOS BUDGET (SERVICE CHARGES)
1.0 PREAMBLE
In compliance with the provisions of the Public Procurement Act 2007, the University of Jos, Nigeria, intends to execute the under-listed projects to be funded under the specified interventions. Interested and competent contractors and suppliers are therefore invited to bid in respect of the procurement as follows:

2.0 SCOPE OF WORK/DESCRIPTION OF PROJECTS
(a) Construction Projects
The scope of the construction projects includes substructure and concrete works, block work, roofing, joinery, metal, electrical, and mechanical works.
(b) Procurement of Goods Projects
The scope of procurement of goods includes procurement, installation, and training on the use of teaching and research equipment and furniture.
3.0 ELIGIBILITY REQUIREMENTS
Prospective Applicants should submit the following documents for pre-qualification:
a. Evidence of a Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7;
b. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years, valid until 31st December, 2026;
c. Evidence of a Pension Clearance Certificate, valid until 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of an Industrial Training Fund (ITF) Compliance Certificate, valid until 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above, or whose annual turnover is N50m and above);
e. Evidence of a Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate, valid until 31st December, 2026;
f. Evidence of registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of an Interim Registration Report (IRR) expiring on June 30, 2026, or a valid certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the University of Jos, Nigeria, or the Bureau of Public Procurement is a former or present Director, shareholder, or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety, or for criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings, or the subject of any form of winding-up petition or proceedings;
– that the Company does not have any existing loan or financial liability with a bank, other financial institution, or third party that is classified as doubtful, non-performing, bad, or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years: 2023, 2024 & 2025;
i. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed;
j. Works only: the Company’s profile with the curriculum vitae of key technical staff to be deployed for the project, including copies of their academic/professional certificates of;
i. At least one (1) ARCON registered Architect with practicing license valid for 2026. (ARCON certificate and practicing license must be attached).
ii. At least one (1) COREN registered Structural Engineer with practice license valid for 2026. (COREN certificate and practicing license must be attached).
iii. At least one (1) QSRBN registered Quantity Surveyor with practice license valid for 2026. (QSRBN certificate and practicing license must be attached).
iv. At least one (1) COREN registered Electrical Engineer with practice license valid for 2026. (COREN certificate and practicing license must be attached).
v. At least one (1) COREN registered Mechanical Engineer with practice license valid for 2026. (COREN certificate and practicing license must be attached).
vi. At least one (1) CORBON registered Builder with practice license valid for 2026. (CORBON certificate and practicing license must be attached).
vii. Attestation from each of the above professionals that they will participate fully in the construction process if awarded the project (to be duly signed and sealed with their professional seal).
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature, and complexity) executed in the last five (5) years, including Letters of Award, Valuation Certificates, Job Completion Certificates, and photographs of the projects;
l. For the supply of equipment: a letter of firm registration with the professional body;
m. Consultancy Services job: evidence of firm registration with the professional body;
n. Works: a list of plants/equipment with proof of ownership or a lease agreement (This applies only to the procurement of works).
o. For joint venture/partnership, a Memorandum of Understanding (MoU) should be provided indicating, among others, the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR, and sworn affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letterhead Paper, bearing, among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and e-mail address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF PREQUALIFICATION DOCUMENTS
The Standard Prequalification Documents for goods and works can be assessed free of charge by all interested bidders on the University of Jos website: www.unijos.edu.ng
5.0 SUBMISSION OF PREQUALIFICATION/EOI DOCUMENTS
The prequalification documents for each Lot should be spiral-bound, each with a table of contents and page numbering, in the order of the requirements listed above, and packaged in an envelope; they should be clearly marked “Prequalification documents”…State the package and lot number with the title at the top left corner of the envelope, with the company’s name written on the reverse side of the envelope.
All submissions are to be addressed to the Ag. Head, Procurement Unit, University of Jos and dropped in the Tenders Box that will be at the Procurement Unit, Room 001, Third Floor, Senate and Administrative Building, Naraguta Campus, University of Jos, not later than 11:00am of Tuesday 28th July, 2026.
6.0 OPENING OF PREQUALIFICATION /EOI DOCUMENTS
The Prequalification/Expression of Interest Documents shall be opened immediately after the deadline for submission at 11:00am of Tuesday 28th July, 2026 at the Procurement Unit Conference Room, Naraguta Campus, University of Jos in the presence of Bidders or their representatives. 7.0 PLEASE NOTE:
i. All submissions shall be in the English Language
ii. More details regarding the scope of works/supplies are provided in the Bidding document and the Bill of Quantities. Original documents on any aspect of a contractor’s submission may be requested for sighting during and/or after the opening session. Documents shall be verified, and violators disqualified and reported to the investigating authority(ies); no bidder shall bid for more than (2) Lots; all submissions shall be in line with the requirements and instructions provided above. Failure to do so will lead to outright disqualification.
iii. The prequalification documents will be opened publicly in the presence of bidders or their representatives, CSOs in the areas of Anti-corruption and transparency, and private professional bodies; and will be covered by video recording. The invitation link will be sent to the bidder who chooses to join the bid opening online.
iv. Only pre-qualified bidders at the technical evaluation will be invited at a later date to submit financial bid openings.
v. The University of Jos, Nigeria is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
