1. The federal Government of Nigeria has received financing from the World Bank toward the cost of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project, and intends to apply part of the proceeds toward payments under the contract for procurement of Long-Lasting insecticide Treated Nets (Mass Campaign & Routine Distribution – under Component two of the Project). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The state Immunization Plus & Malaria Progress By Accelerating Coverage and Transforming Service (IMPACT) Project, through the state Ministry of Health now invites in sealed from eligible Bidders for supply of the items listed in the table below:

3. Bidders wishing to offer discounts will be allowed to do so provided, those discounts are included in the letter of Bid A margin for domestic preferences will not apply. Qualification requirements Include:
a. Documentary Evidence of two contracts of similar nature and magnitude during the last five (5) years
b. Audited Financial Statements for the last three (3) years to demonstrate the financial capability of the bidder in terms of profitability and adequate working capital.
c. An Accreditation Letter/ Manufacturer’s Authorization Letter for dealing in the bided drugs and other related products not produced by the company.
d. Additional details are provided in the Bidding Documents.
4. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations “), and is open to all eligible Bidders at the following website: www.worldbank.org.
5. 6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Forty Thousand Naira Only (40,00,00). Verifiable payment evidence for the non-refundable fee is to be forwarded to the project. The document will be sent by courier or collected by hand. Prospective bidders will bear all costs if they choose delivery of the bidding documents by courier.
7. Bids must be delivered to the address below on or before 12:00 noon (local time), 19th July, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 1:00pm (Local time), on 19th July, 2024.
8. All Bids must be accompanied by a Bid Security of the amount in Nigerian Naira stated in the Table under paragraph 2 as above of this specific Procurement Notice.
9. Attention is drawn to the procurement Regulations requiring the Borrower to disclose information on the successful bidders’ beneficial ownership, as part of the contract award Notice, using the Beneficial Ownership Disclosure Form as included in the building document.
