The Government of the Federal Republic of Nigeria has received financing from the World Bank through the International Development Association (IDA) toward the cost of the Adolescent Girls’ Initiative for Learning and Empowerment Project (AGILE) and intends to apply part of the proceeds towards payments under the Contract for the Construction of 32 Model Secondary Schools, including (16) Junior Secondary Schools and (16) Senior Secondary Schools, Phase 1, Package 1: in Adamawa State.
The Adamawa State Adolescent Girls’ Initiative for Learning and Empowerment Project (AGILE) now invites sealed Bids from eligible Bidders for the procurement of the following Lots:

The work period is 14 months and the margin of Preference shall not be allowed.
The attention of the prospective bidders is hereby drawn to the Pre-Construction activities, including confirmation of foundation designs of various buildings to determine suitability for the soil type, preparation of service drawings for the site, etc, as required under paragraph 5 of section III of bidding document.
Bidders may bid for one or several lots, as further defined in the bidding document. Bids should be presented separately for each lot. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
3.“Bidding will be conducted through Open National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, 7th edition, September 2025, available on www.worldbank.org/en/programs/project-procurement/framework and is open to all eligible Bidders as defined in the Procurement Regulations.”.
4. Interested eligible Bidders may obtain further information from the Adamawa State AGILE Project Implementation Unit and inspect the bidding document during office hours [8.00 am to 4.00 pm Mondays to Fridays, except on public holidays] at the address given below.
5. The bidding document in the English Language may be purchased by interested Bidders at the address below and upon payment of a nonrefundable fee of Two Hundred Thousand (NGN 200,000.00) Naira only. The method of payment will be through bank transfer:

The bidding document can be collected by the bidder’s representative at the address below, sent via e-mail, downloaded from the authorized website, on presentation of proof of payment, or at the bidder’s request, through courier services at the bidder’s additional expense.
6. Bids must be delivered to the address below not later than 12:00 p.m. local time on or before March 24th 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on March 24th 2026, at 13:00 p.m. local time.
7. All Bids must be accompanied by a “Bid-Securing Declaration,” duly signed by the bidder’s legal representative as required in the bidding document
8. All Bids must be accompanied by a Sexual exploitation and Abuse (SEA and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
