1. This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 21st May, 2019.
2. The Federal Republic of Nigeria has received financing from the African Development Bank (the Bank), toward the cost of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in Nigeria and intends to apply part of the agreed amount to payments under the contract for Consultancy Services (Individual) Recruitment of a Monitoring and Evaluation (M&E) Expert for the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigeria Component. PIDACC/NB-Nigeria is implemented by the Federal Ministry of Water Resources and Sanitation (FMWR&S) and covers four (4) River Basin Development Authority catchment areas namely: Upper Benue, Upper Niger, Sokoto-Rima and Anambra-Imo River Basins.
The Consultant is expected to:
The Monitoring and Evaluation Specialist is responsible for establishing and operating the project Monitoring and Evaluation system and will ensure the effective monitoring of project processes, activities, outputs, outcomes/impacts. The M&E Specialist will work in close liaison with all National Project Coordination Unit and Sub Basin Project Implementation staff, M&E staff of the River Basin Development Agency staff and State Government and other project stakeholder agencies.
Indicative Duties and Accountabilities:
i) Establish and maintain basic Monitoring and Evaluation system for the project that ensures a proper flow of information to and from the project stakeholders and the PIU, and that provides timely and adequate information for decision making by Project Management and the Executing Agency. This includes establishing methods for collecting, interpreting and consolidating information relating to the project log frame indicators, as well as interim indicators that will be measured to assess project progress and results. Special attention shall be placed on cross cutting issues of gender, poverty, environment and climate change.
ii) Organise and undertake a baseline surveys for the sub projects implementation, ensuring gender disaggregated data of all relevant project indicators.
iii) Review on regular basis the status of project implementation with a view of adopting corrective measures and bringing to the attention of project management any problems/issues arising thereof which may impede the implementation of the project;
iv) Lead the preparation of quarterly and annual reviews (pause and reflect sessions) for the project, in liaison with PIU staff and with the support and inputs from other technical specialists. The M&E specialist will also be responsible for the timely preparation of quarterly and annual project implementation reports which will contain evaluation of progress against the project objectives and outcomes, and planned outputs and activities. The same responsibilities will apply to Programme Review and Project Completion Reports.
v) Support and participate in project supervision missions undertaken by the project financier and Federal Agencies, including the prior mission arrangements and providing all M&E information required by the missions in accordance with mission requirements.
vi) Draft TOR for project results surveys, where necessary, and supervise the recruitment of the necessary service providers in liaison with the procurement specialist. Give relevant backstopping to project implementers;
vii) Responsible for Project periodic review workshops, annual review workshop and other such relevant activities aimed at assessing project progress;
viii) Provide selective M&E training to increase capacity of stakeholders involved in M&E related to the project;
ix) As needed, provide support to counterparts within the Sub basin and States MDAs in setting up the performance monitoring framework of the MDAs to facilitate a smooth transition between project activities and the operations post project.
x) Perform any other duty assigned by the Project Coordinator.
The estimated duration of the assignment is for one (1) year. If deemed necessary, the contract may be extended based on satisfactory performance, the estimated starting date is 29th May, 2026.
Qualifications and experience required for the Consultant are;
The Monitoring and Evaluation Specialist should demonstrate the following qualifications and experience:
• A Degree in Social Science, Economics or Statistics or related discipline; additional post graduate qualification in project management and M&E is an advantage.
• Minimum of 5 years working experience, of which at least 3 years in bilateral or multilateral donor-funded programme with specific responsibility as M&E specialist.
• Familiarity with development partner frameworks for results monitoring. Experience with AfDB or WB frameworks is an advantage.
• Working knowledge of social equity projects / programmes and familiarity with conducting gender sensitive baseline survey is an advantage.
• Computer literate with demonstrable proficiency in Microsoft Word, Excel, Project and Access, or equivalent and have the ability to develop, install and manage databases.
• Excellent writing, presentation and interpersonal skills.
• Excellent analytical skills and ability to effectively communicate with a broad range of audiences.
3. The Executing Agency, the Federal Ministry of Water Resources and Sanitation (FMWR&S) through its National Programme Coordinating Unit (NPCU) now invites Individual Consultants to indicate their interest and provide information indicating that they are qualified to perform the services (brochure, description of similar MTR and Monitoring and Evaluation assignments, experience in similar conditions in Nigeria and/or in sub-Saharan Africa, appropriate skills e.t.c).
4. Eligibility criteria, short-list and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations (October 2015) which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procedure-policy. 6.
