INVITATION FOR PRE-QUALIFICATION AND TENDER
1.0 INTRODUCTION:
The Akanu Ibam Federal Polytechnic, Unwana, pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced Contractors/Firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the Procurement of Goods and Services under the YEAR 2024 TETFUND ICT SUPPORT INTERVENTION PROJECTS below;
2.0 SCOPE OF SUPPLY:

The Scope of project above shall be detailed in the bidding documents to be issued.
3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7.
b. Evidence of Tax Clearance Certificate for the last three (3) years i.e. 2021, 2022 and 2023 valid till 31st December, 2024.
c. Evidence of Current Pension Clearance Certificate valid till 31st December, 2024.
d. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024.
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP (Bureau of Public Procurement).
g. Evidence of Current Computer Professionals Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA) Certificate valid till 31st December, 2024.
h. Company’s Audited Accounts for the last three (3) years i.e. (2021, 2022 & 2023).
i. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Akanu Ibam Federal Polytechnic, Unwana or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidd4er and to confirm that all information presented in its bid are true and correct in all particulars;
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff.
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture.
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The Letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit Pre-Qualification Documents, one (1) hard copy packaged in a sealed envelopes and clearly marked as “Technical Bid” addressed to: Reactor, Akanu Ibam Federal Polytechnic, Unwana and clearly marked with the YEAR 2024 TETFUND ICT SUPPORT INTERVENTION FOR ICT SUPPORT.
Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Tuesday 4th February, 2025.
5.0 OPENING OF PREQUALIFICATION OF DOCUMENTS
The pre-qualification documents will be opened immediately after deadline for submission at 12:00 noon on Tuesday 4th February, 2025 at the Reactor Conference room in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in the Registrar’s office, as Akanu Ibam Federal Polytechnic, Unwana will not be held liable for misplaced or wrongly submitted bids, only successfully pre-qualified bidders will be invited at a later date for financial bid.
6.0 GENERAL INFORMATION
a. Bids must be English Language and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission would be returned un-opened.
c. All costs will be borne by the bidders;
d. Akanu Ibam Federal Polytechnic, Unwana is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
