1. The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP), intends to apply part of the proceeds toward payments under the contract for Construction services for the physical improvement 3 Nos Agro Logistics Centers (ALCs) (lots 1-3) in Akwa Ibom State.
2. This contract will be jointly financed by the L’Agence Francaise de Developpement (French Development Agency or AFD). Procurement process will be governed by the World Bank’s procurement Regulations. The Akwa Ibom State Project Implementation Unit (SPIU), Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed bids from eligible bidders for the construction services for the physical improvement of 3 Nos Agro Logistics Centers (ALCs) (lots 1-3) in Akwa Ibom State.
3. The construction services for the Physical Improvement of 3 Nos Agro Logistics Centers (ALCs) (lots 1-3) works include but not limited to; Construction of admin and ICT block, financial institution block, health care center, fire service station security house, open shed market, open space market , as well as strict undertaking of social and environmental safeguard. (see description of works in schedule A).
4. Bidding will be conducted through National Competitive Procurement method using Request for Bids (RFB) document as specified in the World Bank’s Procurement regulations for IPF Borrowers – Procurement in investment projects Financing” November, 2020 – fourth Edition (“Procurement Regulations”), and is opened to all eligible bidders as defined in the procurement regulations.
5. Interested eligible bidders may obtain further information from the State Project Coordinator (akwaibom-raamp@outlook.com) Akwa Ibom State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
6. The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NGN200, 000.00. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below.

7. Bids must be delivered to the address below on or before 12:00noon, on Friday May 17, 2024.
8. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00noon on Friday May 17, 2024.
9. All bids must be accompanied by a “Bid Security” which MUST be a Bank Guarantee in the following amount and on lots basis.

10. Attention is drawn to the procurement regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the contract award notice, using the Beneficial ownership disclose form as included in the bidding document.

SCHEDULE A
DESCRIPTION OF WORKS TO BE EXECUTED
The works to be executed in all the Agro-Logistics Centers (ALCs) area separated into different components. The works shall consist of the following
• Component 1 – Infrastructural works; This component consist of site clearing, storm water management facilities, flexible pavement and road surfacing, rigid concrete basements, installation of permeable concrete pavers, landscaping and vegetation, and waste management facility.
• Component 2 – Building Structures: This component consist of construction of admin and ICT block, financial institution, health care center, fire service station security house, open shed markets, wholesales and grain market, lock up shops, storage/warehouse, abattoir, restaurant, control room and store, processing factory, generator house, male and female convenience, perimeter fencing, fish market and fruit vegetable market, and open space market etc.
• Component 3 – Electrical Works: This component involves the electrification of the entire market. Which consist installation of transformer, generators, external electrification, solar lighting and electrical installation for the all the buildings provided in the market which includes admin and ICT block, financial institution, health care center, fire service station security house, open shed market, wholesales and grain market, lock up shops, storage/warehouse, abbatoir, restaurant, control room and store, processing factory, generator house, male and female convenience, perimeter fencing, fish market and fruit vegetable market, and open space market.
• Component 4 – Mechanical works: this component involves general reticulation of the entire market, which consist of installing boreholes, plumbing works, cooling systems, waste and fresh water reticulation.
• Component 5- Agricultural Equipment Installation: This component involves procurement and installation of agricultural processing equipment’s in the factory.
