GENERAL PROCUREMENT NOTICE (GPN) FOR 2023 INTERNALLY GENERATED REVENUE PROJECTS
1. INTRODUCTION
Alex Ekwueme Federal University, Ndufu Alike (AE-FUNAI), Ebonyi State intends to use part of its 2023 Internally Generated Revenue (IGR) funds on procurement. It therefore, in compliance with the provisions of the Public Procurement Act 2007, issues this General Procurement Notice to inform eligible and interested contractors, vendors, Service providers and the General Public that AE-FUNAI would undertake the procurement of works, Goods and services with the University Internally Generated Revenue in the 2023 financial year in the following areas:
2. WORKS
i. Construction of perimeter fencing
ii. Construction of 2 bedroom semi-detached bungalow building in AE-FUNAI staff quarters.
iii. Soft, hard landscaping and construction of walk ways of various faculties in the University.
GOODS
i. Computer equipment
ii. Laboratory equipment
iii. Office equipment
iv. Stationaries
v. Furniture and fittings
vi. Printing of sensitive and none sensitive documents
vii. SUV car
viii. Pool cars
SERVICES
i. Capacity building and training
ii. General Insurance service for the University Vehicles and Buildings.
iii. Consultancy services for year 2023 and 2024 Tetfund projects
iv. ICT matters
v. Internal, External cleaning of the buildings and mowing of grasses in the University.
3. ELIGIBILITY REQUIREMENT
Note that the bid documents would be evaluated on responsiveness to criteria including but not limited.
a) Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2022;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2022
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP;
g) Sworn affidavit disclosing whether or not any officer of the relevant committees of the Alex Ekwueme Federal University Ndufu Alike (AE-FUNAI) or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h) Company’s Audited Accounts for the last three years (2020, 2021 & 2022);
i) Evidence of financial capability to execute the project including Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON, ESVABORN. In case of cleaning: EHORECON).
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) List of plants/equipment with proof of ownership/lease (where applicable).
m) Functional email address and GSM number.
4. PLEASE NOTE
i. The GPN is NOT an invitation to tender.
ii. Within the year 2023 and from time to time, the Specific Procurement Notices (SPN) for these procurement will be advertised on the University Notice Boards and website, National Dallies, as well as Federal Tenders Journals.
iii. Interested and eligible bidders who wish to participate in the bidding process are advised to be on the lookout for our subsequent advertisements.
iv. Alex Ekwueme Federal University, Ndufu Alike (AE-FUNAI), Ebonyi State, also reserve the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007 on matters regarding this procurement without incurring any liability to the bidders.
