REQUEST FOR EXPRESSION OF INTEREST/INVITATION TO TENDER FOR PROJECTS UNDER THE 2023 APPROPRIATION

1. INTRODUCTION
The Anambra Imo River Basin Development Authority, a Parastatal under the Federal Ministry of Water Resources wishes to notify the General Public of her intended procurement under its 2023 Appropriation Act. To achieve this, the Authority hereby invites Technical and Financial bids from interested, qualified and competent Companies/Firms, including Joint Ventures (JVS) for the execution of the projects listed below:

2. SCOPE OF WORK
The projects earmarked for execution/supervision are categorized as follows:

CATEGORY A: WORKS

CATEGORY B: GOODS

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2023:
c. Evidence of Pension Clearance Certificate valid till 31 December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above),
e. Evidence of Nigeria Social Insurance Trust Fund (NSITE) Clearance Certificate valid till 31 December, 2023:
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2023 or valid Certificate issued by BPP
g. Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the Anambra Imo River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:
• that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter,
• that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings
• That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years-2020, 2021 & 2022;
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed,
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.)
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. List of Plants/Equipment with proof of Ownership/Lease agreement;
m. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEM)
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
o. All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
Please note that all BIDS must be paginated and items required above to be arranged in the order of sequence as listed above.

4. COLLECTION OF TENDER DOCUMENTS (WORKS AND GOODS)
Interested companies shall collect Standard Bidding Documents for lots interest) at

Upon the presentation evidence payment of non-refundable tender fee N10,000.00 Thousand Naira) only per Lot payments upon being issued clearance from procurement unit the Authority be made into Federation Account (Single Treasury Account) favour of Anambra Imo River Basin Development Authority. (AIRBDA), Owerri in reputable Commercial Bank in Nigeria
All terms and conditions in Collected Technical/Financial Documents MUST strictly adhered please.

5. SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Bids (two sets hardcopies and one Electronic copy rewritable compact disk/DVD) shall submitted in different sealed envelopes and labeled “Technical bid” and “financial bid respectively and both sealed in third envelope marked “Project Name and Lot Number at the Right Corner with Company name written behind the envelope addressed to:

And submitted Room B12 (to be submitted into secured tamper proof bid-box at B12 in Authority’s km Owerri Aba Office Headquarters) not later than 12:00 noon Wednesday, 26th July, 2023.

All bidding documents submitted shall subjected Due Diligence accordance with Public Procurement Act (PPA), 2007.

6. OPENING OF TECHNICAL BIDS
Technical Bids will opened publicly in presence bidders’ representatives, private sector professional organizations and Non-Governmental Organizations working in the transparency. accountability and anti-corruption immediately after the deadlines for submission at 12:00 noon Wednesday, 26th July, 2023 at the Anambra Imo River Basin Development Authority’s Staff Club, Owerri-Aba Road at office Headquarters.

7. DISCLAIMER AND CONCLUSION
a. This announcement published for information purposes only and does not constitute an offer by Authority to transact with any party for project, nor does constitute commitment obligation on part of the Authority to procure/concession services.
b. The Authority will not responsible for any costs expenses incurred by any interested party (parties) in connection with any response to this invitation and/ or preparation or submission in response to any inquiry.
c. The Authority not bound to pre-quality/shortlist any bidder and reserves the right annul the selection process any time line with Section 28 the PPA 2007, without liabilities assigning any reasons thereof.

8. IMPORTANT INFORMATION
i. Failure to comply with ALL the above requirements shall automatically result disqualification
ii. Anambra Imo River Basin Development Authority, reserves the right verify claims made the submissions
iii. Technical Bid should be arranged and compiled as listed eligibility criteria and duly paged
iv. Only pre-qualified bidders technical evaluation will invited for financial bids opening, while the financial bids will returned un-opened;
