INVITATION FOR TENDER FOR YEAR 2025 TETFUND PROJECT MAINTENANCE INTERVENTION
1. INTRODUCTION:
The Anambra State Polytechnic, Mgbakwu, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the Polytechnic intends to undertake the Procurement of Goods for the implementation of YEAR 2025 TETFUND PROJECT MAINTENANCE INTERVENTION following the Approval of the reprioritized project and allocation of funds. Competent and experienced Contractors/Firms with track record of prompt delivery of similar projects are hereby invited to submit bids for the under-listed project:
2.0 SCOPE/DESCRIPTION:
LOT 1: Procurement and supply of 1nr Vehicle 4×4 wheel drive, pick up double cabin automatic transmission v6 Engine, six cylinder with auxiliary gear system utility services.
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including cac2 and cac7
b. Evidence of Current Tax Clearance Certificate (TCC) for the last three (3) years (2022, 2023 & 2024) valid till 31st December, 2025 with average annual turnover of N250m and above;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025.
e. Evidence of Compliance with National Social Insurance Trust Fund (NSITF) valid till 31st December, 2025.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP
g. Asworn affidavit by a Director of the company certifying that:
i. The document submitted for the pre-qualification exercises are genuine and correct:
ii. None of the Director(s) of the company had ever been convicted by a Court of Law:
iii. None of the officer of the relevant committees of the Anambra State Polytechnic, Mgbakwu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder.
iv. The company is not in receivership, insolvency or bankruptcy proceedings or the subject of any form of winding up petition.
h. Company Audited Accounts for the last three (3) years (2022, 2023 & 2024), certified by a Chartered Accountant/Auditor.
i. Company profile with Curriculum Vitae of Technical/Management Staff and with evidence of previous work experience, detail clients, nature of work/contract, contract sum and copies of academic and professional qualification i.e COREN, QSRBN, CORBON, ARCON, etc.
j. Evidence of financial capability to execute the works including Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects.
l. List of Plants/Equipment with proof of Ownership/Lease;
m. Letter of authorization as representatives of the Original Equipment Manufacturers (OEMs)/manufacturer’s Authorization letter
n. For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner)
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address.
p. Only companies included in the National Automotive Design and Development Councils approved list of local manufacturers of Vehicles or their authorized representatives should bid for the vehicle
4. COLLECTION OF TENDER DOCUMENTS
Bidders are to obtain tender documents from the Office of the Director of Physical Planning and Development, Anambra State Polytechnic, Mgbakwu at a non-refundable tender fee of Ten thousand naira (10,000) only paid into Anambra State Polytechnic, Mgbakwu; IGR and other Accounts; Fidelity Bank, Account number 5210043905. A copy of payment receipt must also be attached to financial documents
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the Lot; two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Registrar, Anambra State Polytechnic, Mgbakwu and clearly marked with (the name of the project and lot number boldly written on top of the envelope).
Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Registrar’s Office, Anambra State Polytechnic, Mgbakwu not later than 12:00 noon on Tuesday 22nd July, 2025
6. OPENING OF BID DOCUMENTS
The technical and financial bids will be opened immediately after the deadline for submission at the Council Room of the Polytechnic by 12:00 noon on Tuesday 22nd July, 2025 in the presence of bidders or their representatives. Please ensure you signed the bid submission register as Anambra State Polytechnic, Mgbakwu will not be held liable for misplaced or wrongly submitted bids.
7. ADDITIONAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the firm;
b. Bids submitted after the deadline for submission would be rejected and returned unopened;
c. Delivery by courier will not be accepted;
d. All cost shall be borne by the bidders;
e. All pages of the technical and financial bid document shall be paginated and initialed
f. The Anambra State Polytechnic, Mgbakwu is not bound to shortlist any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007 (as amended).
