INVITATION FOR EXPRESSION OF INTEREST IN THE CONSTRUCTION OF THE 4.6KM OGBELE ACCESS ROAD
1. INTRODUCTION
Aradel Energy Limited (www.aradel.com) operator of the Ogbele field invites interested companies with relevant project/construction experience, to submit an expression of interest in the execution of the construction of the 4.6km Ogbele access road.
2. SCOPE OF WORK
The scope of work is to construct a 4.6km reinforced concrete-paved dual carriage way featuring proper markings, drainages, lighting and signage to replace the existing asphalt-paved road
These roads will have the following features:
1. Reinforced concrete road width 15 meters wide
2. Concrete thickness: 200mm thick of high-performance concrete mix and reinforced steel
3. Median: 900mm wide
4. Base and sub-base course preparation: 200mm well-compacted stone base course and 150mm granular sub base sharp sand stabilized with 8% cement
5. Subgrade preparation: properly compacted sand fill of an average depth of 1.5m
6. Drainage; culvert and construction joints
The work is expected to be completed in 18 months
3. MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be registered on the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigerian Content Development and Monitoring board (NCDMB) service databases and provide evidence of such registration together with the under-listed information/documents for consideration:
1. Detailed list of experience in the delivery of similar projects in the Niger Delta in the last 5 years, giving names of clients, location and cost of the project;
2. Detailed list, with evidence of ownership, of plant and equipment owned by the contractor that is relevant to the provision of the services, indicating age;
3. Procurement plan for the major construction materials, including materials required for earthworks; stabilization and paving;
4. Current tax clearance certificate;
5. Audited accounts for the last three years (2023, 2022 and 2021) and management accounts for the current year;
6. Technical partnership/alliances/joint venture proposal including evidence of agreement with partners with respect to the contract scope clearly defined (if applicable)
7. Compliance with the minimum Nigerian content requirements as set out in the paragraph below
4. NIGERIAN CONTENT
Interested contractors are invited to express complete understanding of and willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) act, 2010 and Insurance Act 2003
Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act interested contractors shall
1. Provide evidence of registration as a Nigerian company (forms CAC 2A & CAC 7A)
2. Provide evidence of registration with NCDMB NOGIC JQS and NUPRC
3. Provide a detailed description of the location of in-country committed facilities and infrastructure (assets, equipment, technical office, administrative space, storage, etc.) to support this contract
4. Submit a valid NCEC category “FC’ or “EC’ for civil construction equipment and earth-moving equipment
5. In line with the Nigerian content development (NCD) human capacity development initiative, the responder shall commit to providing project-specific training, man-hours, budget, skill development and understudy plan for Nigerian personnel utilizing oil & gas trainers’ association of Nigeria (OGTAINN) registered trainer(s) or other approved NCDMB training institution(s)
NOTE: non-compliance with Nigerian content requirements & failure to meet the mandatory requirements stated above are FATAL FLAWS
5. CLOSING DATE
The expression of interest document in electronic copy (PDF format) should be sent by e-mail to rigbids@aradel.com with “confidential expression of interest for the construction of the 4.6km ogbele access road’ – in the subject line not later than Wednesday, the 6th of November 2024 being in the closing date
This expression of interest is as simple invitation to show interest in the indicated work scope
6. ADDITIONAL INFORMATION
This is not an invitation to tender. Full tendering procedures will be provided to applicants who are successful at this expression of interest, in accordance with the pre-qualification procedures.
This advertisement of ‘invitation for expression of interest’ shall not be construed as a commitment on the part of Aradel Energy Limited, nor shall it entitle applicants to make any claims whatsoever and/or seek any indemnity from Aradel Energy Ltd and/or any of its affiliates or partners by virtue of such applicants having responded to this advert.
