INTRODUCTION
Aradel Energy Limited (www.aradel.com) operator of the Ogbele, Omerelu, Olo and Olo West Marginal Fields invites interested companies with relevant project experience, to make a submission of an expression of interest in the execution of a contract for Engineering, Procurement, Installation & Commissioning (EPIC) of a 6″ Oil Pipeline between the Omerelu Field and Olo Flowstation.
SCOPE OF WORK
The scope of work is to provide Engineering, Procurement, Construction, Installation & Commissioning of a 12.5km 6″ Oil Pipeline between the Omerelu Field and Olo Flowstation.
The Pipeline is to be sized for the evacuation of up to 25,000 barrels of stabilized crude oil per day and it will be designed to operate at 500psi with a maximum allowable operating pressure (MAOP) of 1,440psi.
Key scope activities will include but not be limited to:
• Front End Engineering Design (FEED) and Detailed Engineering Design (DED) for the Pipeline. All engineering man-hours/activities will be domiciled with a Council for the Regulation of Engineering of Nigeria (COREN) registered engineering company in Nigeria.
• Procurement of all the MTQs from the engineering and all required materials to construct the proposed Pipeline.
• Construction of the proposed pipeline, complete with end facilities for pipeline maintenance and pigging operations.
• Construction and the installation of properly sized and specified cathodic protection system for the pipeline.
• Commissioning of the pipeline and hand over to operations.
The project is expected to be completed in six months.
MANDATORY REQUIREMENTS
To be eligible for this tender exercise, interested contractors are required to be registered on the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigerian Content Development and Monitoring Board (NCDMB) service databases and provide evidence of such registration together with the underlisted information/documents for consideration:
1. Detailed list of experience in the delivery of similar projects in the Niger Delta in the last 5 years, giving names of clients, location and cost of the project;
2. Detailed list, with evidence of ownership, of plant and equipment owned by the contractor that is relevant to the provision of the services, indicating age;
3. Procurement plan for Line Pipes and all other major equipment and materials;
4. Current tax clearance certificate;
5. Audited accounts for the last three years (2024, 2023 and 2022) and management accounts for the current year;
6. Technical Partnership/alliances/ Joint Venture proposal including evidence of relationships with Original Equipment Manufacturers, as applicable.
7. Compliance with the minimum Nigerian content requirements as set out in the paragraph below.
NIGERIAN CONTENT REQUIREMENTS
Interested Contractors are invited to express complete understanding of and willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance Act 2003. Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.
Interested Contractors shall:
1. Demonstrate that the entity is a Nigerian registered company with greater than 51% Nigerian shareholding.
2. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
3. Be registered with the NCDMB Joint Qualification System (JQS).
4. Provide the underlisted Valid Category 1,2,3,4 or 5 Group NCECs, demonstrating capacity to execute the work scope:
i. Manufacturing and Related Activities (MS)
ii. Fabrication and Construction (FC)
5. Provide (via a letter of undertaking utilizing its letter headed paper) commit to:
a. Complying with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
b. In line with the NOGICD Act, deduct 1% NCDF for every subcontract (if applicable) to be issued on the contract and remit same to NCDMB. Shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to Operator.
6. Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing Oil & Gas Trainers’ Association of Nigeria (OGTAN) registered trainer(s) or other approved NCDMB training institution(s).
7. Provide Location of in-country facilities (not limited to administrative office) to execute the work scope.
8. All procurement relevant to Line pipes and related products shall be made through NCDMB approved Vendors that have made in-country investments on Pipe mills in Nigeria or own an existing pipe coating or threading facility in Nigeria.
NOTE: Non-compliance with Nigerian content requirements & failure to meet the mandatory requirements stated above are FATAL FLAWS
5. CLOSING DATE
The Expression of Interest document in electronic copy (PDF format) should be sent by e-mail to bidadverts@aradel.com with “Confidential Expression of Interest for the EPIC of a 6″ Oil Pipeline between the Omerelu Field and Olo Flowstation” – in the subject linenot later than Friday the 13th of June 2025 being the closing date.
6. ADDITIONAL INFORMATION
This is not an invitation to tender. Full tendering procedures will be provided to applicants who are successful at this expression of interest, in accordance with the pre-qualification procedures.
