BAYELSA STATE PHYSICAL PLANNING AND DEVELOPMENT BOARD
INVITATION FOR EXPRESSION OF INTEREST FOR THE PROVISION OF MAPPING AND SURVEY WORKS FOR THE NEW YENAGOA CITY PLANNING AREA
1.0 INTRODUCTION
The Bayelsa State Physical Planning and Development Board in compliance with The Bayelsa State Central Procurement Board invite Expression of Interest (EOI) from reputable indigenous consultants specializing in Mapping and Survey Works to carry out the Mapping and Survey of 15,000 Hectares of land in the New Yenagoa City Planning Area.
2.0 SCOPE OF SERVICE
Detail survey and Digital Elevation Model using Drone Technology for 15,000 Hectares of Land in the New Yenagoa City Planning Area.
DELIVERABLE
i. A Mosaic imagery of the Project Area showing existing features;
ii. Detailed Map (CAD) of all established control points;
iii. A Mosaic Digital Terrain Model (DTM) of the Project Area; and
iv. Land Survey Report of the Coordinate values of post-processing and real-time kinematics.
3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7. Business Name with Forms BNI is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years ending 31st December, 2024;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
f. Evidence of registration as a Contractor, Consultant and Service Provider with the Bayelsa State Due Process Bureau by submission of valid Certificate of Registration issued by DPB.
g. Sworn Affidavit:
disclosing whether or not any officer of the relevant committees relating to this procurement has any pecuniary or other personal interest in the bidder;
that no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years -2021, 2022 & 2023;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as Nigerian Institution of Surveyors (NIS), etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Evidence of current License/Accreditation with the Nigerian Institution of Surveyors (NIS);
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names, Nationalities and State(s) of Origin of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 SUBMISSION OF EOI DOCUMENTS
1. Interested firms are to submit five (5) bound copies of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Board Secretary, Bayelsa State Physical Planning and Development Board, 2nd Floor, South Tower, Transparency Plaza, Central Business District (CBD), Isaac Boro Expressway Extension (Ox-Bow Lake Road), Yenagoa, Bayelsa State, and clearly marked with (the name of the project). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Board’s Conference Room not later than 12:00 noon on Monday 10th February, 2025;
2. EOI documents are to be submitted only after the payment of Bid Processing Fee of ₦250,000.00 (Three Hundred Thousand Naira) only and Administration Fee of ₦150,000.00 (Two Hundred Thousand Naira) only to the following accounts:

5.0 OPENING OF EOI DOCUMENTS
The EOI documents will be opened immediately after the deadline for submission at 12:00 noon on Monday 17th February, 2025 at the Board’s Conference Room, Bayelsa State Physical Planning and Development Board, 2nd Floor, South Tower, Transparency Plaza, Central Business District (CBD), Isaac Boro Expressway Extension (Ox-Bow Lake Road), Yenagoa, Bayelsa State in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Head, Human Resources Management Department, as the Bayelsa State Physical Planning and Development Board will not be held liable for misplaced or wrongly submitted bids.
6.0 GENERAL INFORMATION
a. EOI must be in English Language, and signed by an official authorized by the bidder;
b. EOIs submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. The EOIs will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional Bodies; and will be covered by video recording;
e. Only shortlisted firms at EOI’s evaluation will be invited at a later date for collection of Request for Proposals;
7.0 The Bayelsa State Physical Planning and Development Board and the Bayelsa State Public Procurement Board are not bound to shortlist any Applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 57 of the Bayelsa State Public Procurement (Repeal and Re-enactment) Law, 2020.
