INVITATION TO TENDER FOR PROJECTS UNDER THE BUREAU OF PUBLIC PROCUREMENT’S FY2025 RECURRENT AND CAPITAL EXPENDITURE
1.0 INTRODUCTION
1.1 The Public Procurement Act (PPA), 2007 established the Bureau of Public Procurement (BPP) as the regulatory authority responsible for the monitoring and oversight of public procurement, harmonizing the existing government policies and practices by regulating, setting standards and developing the legal framework and professional capacity for public procurement in Nigeria. The Bureau hereby invites submissions from experienced and competent companies with proven records to indicate interest in the under listed projects.
2.0 SCOPE

CATEGORY B: MAINTENANCE SERVICE – TIME & MATERIALS

3.0 ELIGIBILITY CRITERIA
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including the Memorandum and Article of Association, Certificate of Incorporation for Business Name is also acceptable for Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31 December, 2025
c. Evidence of Pension Clearance Certificate valid till 31 December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
g. Sworn Affidavit
Disclosing whether or not any officer of Bureau of Public Procurement is a Director or shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition proceeding;
that none of the Directors has been convicted in any country for criminal offence in relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
that the company does not have existing loan or financial liability with a bank, or other financial institution or third party that is classified as doubtful non—performance, bad or whose repayment portion has been outstanding for the last (4) months;
h. Verifiable document evidence of at least three (3) years similar jobs executed in the last five (3) years including Letter of Award, Valuation Certificates, Job Certification Certificate and Photographs of the Projects.
i. Lot BPPSER001 covers fleet of vehicles that are out of the manufacturer’s warranty period. Interested automobile firms must:
i. Own a workshop in FCT, Abuja,
ii. Have access to genuine spare parts, auto diagnostic, interpretation equipment, hydraulic lifts).
iii. Possess relevant certifications & technical expertise
iv. Possess automobile Technicians’ Certification (Nigerian Automobile Technicians Association (NATA), Standard Organization of Nigeria (SON) etc.;
v. Demonstrate availability of skilled mechanics.
vi. Possess evidence of personnel with requisite specialization in difference vehicle brands.
j. Letter of Authorizations as representative of Original Equipment Manufacturers (OEMs) – Lots-BPPGDS002, BPPGDS003 and BPPGDS004
k. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing among others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the Firm.
4.0 COLLECTION OF TENDER DOCUMENTS
4.1 Soft copy of tender document can be collected between 9.00am and 4.00pm on Monday 21st April, 2025 from the Head, Procurement Department, Bureau of Public Procurement No. 11 Suleiman Barau Crescent, Three Arms Zone Abuja.
5.0 SUBMISSION OF TENDER DOCUMENTS
5.1 Prospective bidders are to submit bid for each of the Lot desired, three (3Nos) hard copies (one original and one other copy) out of the technical and financial bids with softcopy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope, with the Project Name and Lot number clearly written on the top right-hand corner, addressed and returned to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender box at the office of Head, Procurement Department between 9.00am and 4.00pm daily not later than 12:00 noon on Tuesday 27th May 2025.
6.0 OPENING OF TENDER DOCUMENTS
6.1 Technical Bids will be opened publicly and immediately after the deadline for submission by 12:00 noon on Tuesday 27th May 2025 at the Carpark of the Bureau, 11 Suleiman Barau Crescent, Three Arms Zone Abuja in the presence of bidders or their representative, while the Financial Bids will be kept un-opened.
7.0 PLEASE NOTE THAT:
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than two (2) Lots;
d. All cost will be borne by the bidders;
e. All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of un-successful bidders will be returned un-opened;
f. The Bureau of Public Procurement is not bound to pre-quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
g. All Technical Bid documents MUST be accompanied with duly signed submission letters by the Bidders. Any indigested document will be disqualified.
h. All Bidding Documents submitted will be subjected to Due Diligence (registration with CAC, tax clearance certificates, etc.) checks in accordance with the Public Procurement Act (PPA) 2007.
i. The final conclusion of the Procurement Process for all Projects listed above is subject to Budgetary Releases from the Treasury under the FY2025 Appropriation.
j. Any form of canvassing from any source whatsoever shall attract immediate disqualification.
