INVITATION FOR PRE-QUALIFICATION FOR THE QUALIFIED CONTRACTOR OF CCECC NIGERIA LIMITED

1. INTRODUCTION
CCECC NIGERIA LIMITED is committed to advancing the growth of the domestic construction sector by sharing its technical expertise and fostering collaborative partnerships. To further this vision and achieve mutual success with domestic construction companies, CCECC Nigeria Limited plans to invite interested and reputable contractors with relevant and verifiable experience to apply for pre-qualification in the following projects categories.

Please note: only the contractors that successfully pass the pre-qualification process will be included in CCECC Nigeria Limited’s official register of qualified contractors, which will serve as the exclusive source for all future contracting assignments.

2. DESCRIPTION OF THE CATEGORIES

CATEGORY DESCRIPTION
A-RAILWAY Covers the construction of railway tracks, stations, bridges, and related infrastructure
B-ROAD Focuses on the construction of roads, highways, bridges, and related works
C-BUILDING Involves the construction of buildings, including residential, terminal, and related structures
D-POWDER Encompasses the construction and installation of power generation, transmission, and distribution facilities
E-OTHERS Includes projects in areas  such as harbors, water supply, and other sectors

3. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents in their pre-qualification profiles

1. MANDATORY DOCUMENTS
a. Evidence of certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC2 and CAC7
b. Evidence of company’s income tax clearance certificates for the last three (3) years valid till 31st December 2024:
c. Evidence of value added tax registration certificate;
d. Evidence of registration on the national database of federal contractors by submission of interim registration report (IRR) expiring on 31/12/2024 or valid certificate issued by BPP;
e. Sworn affidavit
• Disclosing whether or not any officer of the relevant committees of CCECC Nigeria limited is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director of the company has been convicted in any country for any criminal offence relating to fraud or financial impriopriety or criminal misinterpretation or falsification of fcats relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
• That no director or staff holds any position within the government or has any direct or indirect affiliations or associations with any government entity at any level in Nigeria, whether local, state, or federal.
f. Company’s audited accounts for the last three years (2022, 2023 & 2024);
g. Company’s profile with the curriculum vitae of key staff to be deployed for the works/services, including copies of their academic/professional qualifications;
h. Verifiable documentary evidence of at least three (3) similar jobs, each with a contract sum of no less than five hundred (500) million naira, related to the project category intended for pre-qualification, executed in the last five years, including letters of award, valuation certificates, completion certificates, and photographs of the projects;
i. Document containing accurate and complete disclosure of (1 pending litigation information, demonstrating that the total value of all pending litigation does not exceed one hundred percent (100%) of the bidder’s net worth and is treated as resolved against the bidder; (2 the situation of sanction decided by the UN, any international financial institutions, Chinese or the Nigeria government; (3 the administrative penalty or criminal penalty made by the Chinese or Nigeria government;
j. All documents for submission must be submitted with a covering/forwarding letter under the company’s letter head paper bearing amongst others, the registration number (RC) as issued by the CAC, contact address, telephone number and email address. The letter head paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

2. Optional documents (not mandatory but may add value to the bid evaluation if provided
a. Evidence of pension clearance certificate valid till 31st December, 2024;
b. Reference letter from a reputable commercial bank indication willingness to provide credit facility for the execution of the contract when needed;
c. Evidence of industrial training fund (ITF) compliance certificate valid 31st December, 2024;
d. Evidence of Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31st December, 2024;
e. Valid certification documents for the company’s quality assurance system, ESG management system, and other relevant certifications.

5. SUBMISSION OF DOCUMENTS
Prospective bidders are to submit pre-qualification documents for each category; two (2) hard copies each of bids packaged in sealed envelopes and clearly marked as “pre-qualification”, along with one (1) soft copy stored in a flash drive., and addressed to the executive director, CCECC Nigeria limited, plot 215 cadastral zone, km 10, airport road, Abuja and clearly marked with (the name of category). Furthermore, the reverse of each sealed envelope must bear the name, email address (which must be accurate and valid) and address of the bidder band should be dropped in the designated tender box at the reception on the ground floor no later than 12:00 noon, Thursday, 6th February, 2025

6. EVALUATION OF PRE-QUALIFICATION DOCUMENTS
All bids will undergo a thorough evaluation by a specialized team assembled by CCECC Nigeria limited. After the evaluation, those who pass the pre-qualification process will receive a confirmation email from CCECC Nigeria limited via prequel.ccecc@gmail.com

7. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission will be returned unopened;
c. Bidders must ensure that the email address provided on the bid envelope is accurate and valid;
d. The arrangement of the prequalification documents in hard copies should follow the order in the list above and appropriately paged. The prequalification documents should have a table of content indicating the pages where each item can be found. Failure to comply with this directive will result in disqualification of the bidder;
e. Bids must be guaranteed to be truthful and valid. Any falsification detected will result in permanent disqualification from all future contractor pre-qualification processes with CCECC Nigeria limited;
f. CCECC Nigeria limited is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities.
